This page is for game studios, social-casino and card-game startups, entertainment brands and overseas buyers who want an Indian team to build a baccarat game. By the end you should be able to decide whether your model is legal to build, what rules the code must reproduce, which features matter, what a build roughly costs and what to ask a baccarat game development company before you sign.
It is not for anyone planning cash stakes for Indian players, and it is not a source of tips for winning. It is a buyer's guide to software. Nothing here is legal advice, and the legal position below was checked on 19 October 2026.

What a baccarat game development company actually builds
Baccarat, also called punto banco, is a card game with two hands: Player and Banker. The aim is the total closest to 9. Tens and face cards count 0, aces count 1, and any total above 9 has 10 subtracted. The user places one of the Player, Banker and Tie bets and then makes no playing decisions at all; the cards are drawn by fixed rules (Wizard of Odds).
That answers two common questions. Baccarat is a card game of chance, not skill: the only choice is the bet, and the draw follows the rules whatever the user does. So no strategy changes the outcome distribution.
A development company therefore delivers a game server and rules engine, a player client for web and mobile, an admin panel, round logs and analytics events. The hard part is not the animation; it is a server that deals correctly, settles correctly and can prove what happened in every round.

Is baccarat legal to build and run in India?
Checked on 19 October 2026. This is a summary of public sources, not legal advice; ask a qualified Indian lawyer before you commit. Brandzivio builds software only, and the client is responsible for licences and compliance.
- The Promotion and Regulation of Online Gaming Act, 2025 defines an online money game as one where the user pays money or other stakes expecting monetary or other gain, whether it depends on skill, chance or both. Credits, coins or tokens that can be converted to money count as stakes (PRS India, 2025).
- An online social game is offered solely for recreation, entertainment or skill development. It may charge a subscription or one-time access fee, but it has no stakes and no returns on stakes (PRS India, 2025).
- Penalties summarised by PRS: offering an online money game, up to 3 years and Rs 1 crore; advertising one, up to 2 years and Rs 50 lakh; facilitating financial transactions for one, up to 3 years and Rs 1 crore. The Bill passed the Lok Sabha on 20 August 2025 and the Rajya Sabha on 21 August 2025.
- The Promotion and Regulation of Online Gaming Rules, 2026 were notified on 22 April 2026 and took effect on 1 May 2026. Games generally need no registration unless the Centre notifies a category, and the Rules look at whether in-game assets can be transferred, redeemed, monetised or used outside the game (Mondaq, 2026).
- Neither source names baccarat or casino games. The conclusion is ours: real-money baccarat fits the online money game definition, so it is prohibited, and a free-to-play game with no route to cash is the practical option. MeitY is the ministry to watch for further notifications.
- Licensed overseas markets are a separate legal question. The client must take advice for each country it plans to serve.
Free-to-play vs real-money baccarat: what changes in the build
The two models share the same rules engine. What differs is everything around money. The table pairs each feature across both models.
| Feature | Real-money baccarat (prohibited in India) | Free-to-play social baccarat |
|---|---|---|
| Chips or credits | Bought with cash and cashed out | Earned or bought, never redeemed, transferred or sold |
| Deposits and wallet | Cash wallet with deposits | No cash wallet; a virtual chip balance only |
| Withdrawals | Payouts to bank or UPI | None |
| KYC and AML | Heavy, tied to payments | Light account sign-up; KYC only if a market requires it |
| Payment gateway | Required for stakes and payouts | Only for an optional access fee or chip pack, if the lawyer agrees |
| Tournaments and leaderboards | Cash prize pools | Badges, ranks and cosmetics only |
| Advertising | Offence in India under the Act | Allowed only for the social game, with legal review |
| Certification demand | Regulator-driven lab testing | Optional, but a trust signal |
Baccarat rules, payouts and house edge the code must reproduce
Every figure in this section comes from Wizard of Odds (page read October 2026). Coding the third-card table exactly, and testing every Player and Banker combination against it, is the main rules task in the whole project.
- Third-card drawing rules: a total of 8 or 9 on either hand is a natural and both hands stand. Otherwise Player draws on 0-5 and stands on 6-7.
- If Player stood, Banker draws on 0-5 and stands on 6-7. If Player drew, Banker acts on Player's third card: Banker 7 stands; 6 draws only if that card is 6 or 7; 5 draws on 4-7; 4 draws on 2-7; 3 draws unless the card is 8; 0-2 always draw.
- Payouts: Player pays 1:1. Banker pays 19:20, which is even money less the 5% Banker commission. Tie pays 8:1, and Player and Banker bets push on a Tie. Player Pair and Banker Pair side bets pay 10:1.
- House edge with 8 decks: Banker 1.06%, Player 1.24%, Tie 14.36% and the pair side bets about 10.36%. Outcomes land at roughly 45.9% Banker, 44.6% Player and 9.5% Tie.
- Rule switches worth exposing in the admin panel: deck count, commission rate, tie payout (8:1 or 9:1), pair side bets, no-commission baccarat (which changes how a Banker win is paid, so the edge changes too) and timers for speed baccarat.
- Can you make money playing baccarat? Every bet carries a house edge and each hand is independent, so betting systems cannot change the odds. Brandzivio promises no winnings, and this page offers no tips.
Must-have and nice-to-have baccarat game features
- Core: a table with Player, Banker and Tie bet areas, a chip selector, dealt-card animation, a round state machine (bet, deal, draw, settle), server-side dealing, round history and reconnect handling.
- Scoreboard roads such as the bead plate and big road, plus round-history charts, are common in baccarat screens. They are cosmetic and do not predict the next hand, so label them as history.
- Platform features that match Brandzivio's gaming scope: a game lobby and user accounts, leaderboards and tournaments, a secure real-time engine over WebSockets, an admin panel and reporting, and anti-fraud and audit logs.
- Responsible-play features that many rival pages skip: session reminders, time and spend limits on virtual chips, an age notice and, for any money-play market the client serves, self-exclusion.
- Nice-to-have: squeeze or peek card reveal, a multi-table lobby, Hindi and regional languages, daily bonus chips and push notifications.
- For India, do not add cash wallet withdrawals to the list. That one feature can turn a social game into a money game.
How a fair baccarat engine and RNG work
A fair engine is server-authoritative. The game server shuffles the shoe, deals, applies the third-card rules and settles bets. The client only displays results and never decides a card or a payout. If the phone decides anything, it can be tampered with.
The shuffle should use a cryptographically secure random source, for example a Fisher-Yates shuffle over the full shoe with a cut card and burn cards, rather than a basic pseudo-random generator. Every round is written to an audit log so a disputed hand can be replayed. The stack in our gaming scope is Node.js, WebSockets, React, Redis and PostgreSQL; Unity is a common alternative for the game client.
Independent labs such as iTech Labs test RNGs and game maths, and GLI-19 is described in secondary sources as the standard for interactive gaming systems. We did not open the lab sites, so treat this as secondary-reported. Acceptance differs by regulator, so confirm each regulator's approved-lab list. For a free-to-play game, certification is optional but a trust signal; ask any vendor for the lab report of the exact build you are buying.
Live dealer baccarat is a different product because a streamed dealer needs a studio, so most operators license it; see our guide to live casino API integration at /solutions/live-casino-api-integration-services. Finally, "provably fair" means players can verify a round from a published seed. It is mostly used in crypto games and is not required for a conventional server-authoritative game.
Baccarat script or custom development?
The table pairs each decision factor across the two routes. A script is fine for a quick prototype or a test market; it is a weaker base for a product you intend to grow.
- Risks of scripts: unknown origin, client-side logic that can be tampered with, an unclear licence to host and modify, and old real-money wallet code that must be stripped out for India.
- Whoever builds it, verify claims such as "full source code ownership" in the contract. This is advice to the buyer, not a promise from any vendor.
| Factor | Readymade script / white-label | Custom build |
|---|---|---|
| Time to launch | Fast, if it fits as is | Longer, built to your scope |
| Control over rules and branding | Limited to what the script exposes | Full control over rule switches, art and flow |
| Code ownership and licence | Often a hosting licence only; check the terms | Defined by your contract |
| Server-side security review | Unknown origin; logic may sit in the client | Reviewed as part of the build |
| Scaling | Depends on the original design | Designed for your expected load |
| Upgrade path | Tied to the seller | You choose the roadmap |
| Cost | Lower upfront | Higher upfront, lower rework |
Baccarat game development cost and timeline
Brandzivio's indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000 over 6 - 16 weeks. That is indicative, not a quote, and a baccarat game would be scoped inside that service.
Published market ranges differ, and they are vendor marketing estimates, not Brandzivio prices. Orion InfoSolutions' baccarat page on TechReviewer mentions $10,000+ and 2-3 months for a baccarat build. SDLC Corp's contact form offers USD 10,000-25,000 budget bands. Both are USD figures from vendor pages read in October 2026, and we have not converted them into rupees.
Ranges are wide because of variants and side bets, platforms, multiplayer, art and animation quality, languages, admin depth, QA depth, certification and integrations.
Budget separately for running costs: cloud hosting, SMS and OTP, monitoring, app store fees, updates and support. Licence and certification fees are also separate and are not included in development figures.
Checklist before you hire a baccarat game development company
- Write down the revenue model and get a lawyer's view; for India, no cash in or out and no convertible assets.
- Agree who owns the source code and the art.
- Get the rules configuration in writing: third-card table, commission rate and tie payout.
- Ask for the RNG approach and the lab report for the exact build, plus round logs and a replay tool.
- Confirm hosting and data location, how personal data is handled under the DPDP Act, and where KYC applies.
- Check app store policy for casino-style games, age gating and support after launch.
- Questions to ask: can I play a demo, how does shuffling work, what logs exist, how are disputes handled and what does the quote exclude, such as testing and licensing?
- Red flags: "guaranteed earnings", "legal in all states", no mention of the 2025 Act, scripts of unknown origin, pressure to add a cash wallet and unverifiable "40+ platforms" claims.

Frequently asked questions
Is it legal to develop a baccarat game in India?
Real-money baccarat is an online money game under the Online Gaming Act, 2025, so offering it is prohibited. A free-to-play social game with no cash route can be built. This was checked on 19 October 2026 and is not legal advice; ask a qualified Indian lawyer before launch.
How much does it cost to develop a baccarat game?
Brandzivio's indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000, not a quote. Published vendor estimates in USD, such as $10,000+ on one vendor page, vary with variants, platforms, art and testing. Licensing and certification fees are separate from development.
How long does it take to develop a baccarat game?
Brandzivio's indicative timeline for gaming website development is 6 - 16 weeks. One vendor page reads 2-3 months for a baccarat build. Time grows with side bets, multiplayer, languages, art quality, admin depth, QA and any lab testing you want.
How do online baccarat games stay fair (RNG)?
The server shuffles the shoe using a cryptographically secure random source, for example a Fisher-Yates shuffle, and deals every card. The client only displays results. Every round is logged so disputes can be replayed. Independent labs such as iTech Labs can test the RNG and maths.
Is baccarat a game of skill or chance?
Baccarat is a card game of chance. The user only chooses a bet on Player, Banker or Tie, and the draw follows fixed third-card rules. No decision after the bet changes the cards, so no strategy changes the outcome distribution of the game.
Can you make money playing baccarat?
Do not count on it. Every bet has a house edge: about 1.06% on Banker, 1.24% on Player and 14.36% on Tie with 8 decks (Wizard of Odds). Hands are independent, and betting systems cannot change the odds. Brandzivio promises no winnings.
