This page is for publishers, studios and platform owners who want to hire a team for fishing game development and need to understand scope, technology, cost and the legal position in India before they brief anyone. After reading it you should be able to decide which kind of fishing game to build, which client technology suits your audience, what to budget and what to ask a studio.
It is not for anyone planning to let Indian users stake money on a fish table. Many buyers picture the casino version first, so we separate the two early. The legal section is a summary of published sources, not legal advice. If you already know what you want to build, you can talk to Brandzivio at /contact.

What is fishing game development, and which kind do you need?
Three quite different products share the name. A fishing simulator, in the style of Fishing Clash, is about a rod, casting, timing and collecting species, often in 3D environments. A casual fish-catching arcade game is lighter: you drop a hook, catch fish and sell them for upgrades. The third is the fish shooter, also sold as a fish table game or fishing arcade game, and it is what most buyers mean today.
In a fish shooter, the screen is an underwater scene shared by roughly 2 to 8 players. Each player controls a cannon, and a cannon, bullet and net combination is the core loop: aim, fire a bullet, and if the net hits a fish, the player earns that fish's value in coins. Every shot costs coins, bigger cannons cost more per shot and can take down higher-value fish, and special weapons and boss fish add variety. Fishing Joy is a well-known example of this format.
In this guide we focus on the fish shooter built as a no-stake game. If your idea is a simulator or a casual hook game, most of the technology advice still applies, with less multiplayer work. To start a conversation, use /contact.
Is a fish shooting game legal in India?
The Promotion and Regulation of Online Gaming Act 2025 bans online money games, whether they depend on skill, chance or both, according to a Mondaq summary of the Act. A wagering fish table, where the bullet cost is effectively the stake and fish pay out value, falls on the wrong side of that line. The Mondaq summary also notes that staking money, coins or other items of value, real or virtual, with an expectation of winning is caught. So in-game coins that can be cashed out or redeemed for value can turn a fish shooter into an online money game. In-app purchases are acceptable only where the items are used solely inside the game. Be careful with the design: if players buy coins for money and then spend them shot by shot to win more coins, the line between a game currency and a stake becomes harder to defend, so many teams sell only cosmetic items, keep shooting coins free or earn-only, and ask a lawyer to review the economy before launch.
On timing, an earlier Mondaq summary treated commencement as pending. A later AMS Shardul update reports gazette notifications of 22 April 2026 bringing the Act and its Rules into force from 1 May 2026. We checked these sources on 21 October 2026; please confirm the current position in the official gazette before you build or launch.
The penalties reported in the Mondaq summary are serious: offering an online money game can carry up to 3 years' imprisonment or a fine up to Rs 1 crore, advertising one up to 2 years or Rs 50 lakh, and facilitating fund transfers up to 3 years or Rs 1 crore (Section 9). The permitted category is the online social game with no monetary stakes or rewards, where a one-time subscription or access fee is allowed provided it is not a wager. For a fish shooter that means no cash-out, no redeemable prizes and no pay-to-win-money design.
Brandzivio builds software only. The client is responsible for licences and legal compliance, and no game we build can promise winnings or income. This is not legal advice; ask a qualified lawyer, and for the wider picture see our page on real-money game development and Indian law at /solutions/real-money-game-development-company.
Arcade fish shooter, fish table or fishing simulator: which route fits?
The table below compares the four common routes. For an Indian audience, the plain recommendation is to build the no-stake versions: the multiplayer fish shooter or the single-player casual game.
Operators in licensed markets elsewhere normally source finished fish titles through an aggregator rather than build them, as the Track360 operator guide describes. If that is your situation, read how a game aggregator API works for licensed operators at /solutions/casino-game-aggregator-api-development instead of repeating that material here.
| Type | Core gameplay | Multiplayer need | Legal position in India | Typical buyer |
|---|---|---|---|---|
| No-stake multiplayer fish shooter with cosmetic in-app purchases | Cannon, bullets and nets against moving fish; coins have no cash value | High: shared scene, 2 to 8 players, server-side hits | May qualify as an online social game if no coin has cash value and the economy is reviewed by a lawyer | Casual-game publishers, studios, community platforms |
| Single-player casual fishing or hook game with ads | Drop a hook, catch and sell fish, upgrade gear | None or light (leaderboard) | Can be launched if there is no cash-out | Ad-funded app studios |
| Fishing simulator with 3D environments | Rod, casting, species, progression, events | Low to medium | Can be launched if there is no cash-out | Studios with 3D art capacity |
| Wagering fish table | Bullet cost is the stake; payouts in cash value | High, with a wallet ledger | Not allowed for Indian players; needs a licence in a market that permits it | Licensed operators outside India |
What features should a fish shooting game have?
Start with a small, polished core and add live-ops features later. The lists below separate what the first release needs from what can wait.
- Must-have: cannon aiming and firing, fish paths and spawn waves, a net or hit area, tiered cannons, catch probability by fish value and net level, a coin economy, sound and effects, and session reconnect.
- Nice-to-have: boss fish, special weapons charged by kills, ocean zones, daily quests, leaderboards, and tournaments with non-cash rewards. Brandzivio's gaming platform features include leaderboards, tournaments and rewards, which map to these.
- Admin tools: remote tuning of fish values and spawn rates, analytics events, bans and audit logs. Without remote tuning, every balance change needs an app update.
- Originality: design your own fish, art, names and sound. Established titles such as Fishing Joy have protected looks and branding, so copying them invites takedowns. Reuse the mechanic, not the assets.
How does a multiplayer fish game work behind the screen?
A sound fish shooter is server-authoritative. The client only sends intent, such as aim angle and fire. The server decides spawns, hits and rewards, so a modified client cannot give itself coins or hit fish that were never there.
The event volume is high, because every bullet is a ledger event: coins leave the player, and coins may come back on a catch. The Track360 operator guide makes this point for wagering fish tables, and it applies equally to coin ledgers in a no-stake game. The wallet and reporting layer must cope without lag, and you want a durable record of each outcome.
Real-time transport is normally WebSockets or UDP-based networking, with rooms of 2 to 8 players, latency compensation, and reconnect with state resume so a dropped mobile connection does not end the session.
Fairness is a matter of server configuration: catch odds are settings that you document and log. Track360 cites a benchmark RTP of 95 to 98 percent for wagering fish tables. That describes wagering products, not a target for a no-stake game, so do not copy it as a goal.
| Option | Hosting and code | Built-in persistence | Trade-off |
|---|---|---|---|
| Nakama | Open source; authoritative match logic in Go, TypeScript or Lua | Yes, accounts and storage included | Less code to write for accounts, more to learn about its runtime |
| Photon | Managed service; server code in C# or C++ | No built-in persistence | Quick to start, but you add your own database and ledger |
| Custom Node.js and WebSockets server | Your own hosting and code | Whatever you build, for example Redis and PostgreSQL | Full control and no vendor lock-in, but more engineering and testing |
Which technology and platform should you choose?
On the client, Unity gives iOS, Android and WebGL builds and a large asset ecosystem, which suits richer 2.5D or 3D looks. HTML5 with a canvas or WebGL framework gives instant play, a small download and works well on low-end Android phones. Flutter or native suits simpler casual versions.
Use a simple decision rule. If instant sharing and low data use matter most, choose the browser. If store presence, push notifications and offline play matter, choose an app; see our mobile app development service at /services/mobile-app-development. Building for several platforms from day one adds cost, and the Yudiz game-cost article treats cross-platform as a cost uplift.
Mobile performance deserves early attention, since a fish scene has many sprites and bullets on screen at once. Use object pooling, limit particle effects and test on low-end devices from the first prototype.
An honest note on our own scope: Brandzivio's published gaming stack is Node.js, WebSockets, React, Redis and PostgreSQL. We do not claim Unity or native 3D capability, so check any studio's actual client skills against your art direction.
How much does fishing game development cost and how long does it take?
We found no published budget specific to fish shooters, so the figures here are general game proxies. The Yudiz cost article gives roughly 5,000 to 50,000 USD for pre-production and 10,000 to 50,000 USD for post-production on games in general. Treat these as published market ranges as published by Yudiz (check the article date before relying on them), not as a quote for a fish game. Ranges are wide because art volume and multiplayer scope vary so much.
The main cost drivers are: art and animation volume, the number of fish and zones, platforms, multiplayer servers, the wallet and ledger, admin tools, QA on low-end devices, store submission and live-ops updates. A few fish and one ocean zone is a very different project from ten zones with bosses.
Brandzivio's own indicative figures for gaming website and platform work are Rs 2,00,000 - Rs 12,00,000 and 6 - 16 weeks. That covers a gaming website or platform, not a quote for a specific fish game, and the real figure depends on scope.
Whoever you hire, ask for a phased scope: a playable prototype first, then multiplayer, then live-ops. Each phase gives you something to test before you commit more budget.
Fishing game project checklist before you hire a studio
Use this list as buyer advice with any vendor, including us.
- Decide no-stake or real-money first, and confirm the decision with a lawyer.
- Use your own name, art and sound.
- Fix the engine and platforms, and a list of low-end Android phones to test on.
- Insist on server-authoritative hits.
- Write an economy sheet: bullet cost, fish values and coin sinks.
- Plan monetisation with rewarded video ads and cosmetic in-app purchases, with no cash-out and no sale of coins that are spent on shots, subject to legal review.
- Set up analytics, a store policy review and a live-ops plan.
- Cover the DPDP Act basics for player data.
- Agree code and asset ownership in writing.
- Ask every vendor for a playable demo, who owns the source, how outcomes are logged, how cheating is prevented and what happens to bugs after launch.
- Red flags: a vendor offering to adjust win rates per player, promising player winnings, claiming to be 'certified' with no report, or selling clone scripts with no fairness documentation.
How Brandzivio can help
Brandzivio builds casual, skill and fantasy-style gaming websites and platforms with game lobbies, wallets, leaderboards and admin tools for clients from Gurugram, as software only. The listed features are a game lobby, accounts and wallet, leaderboards, tournaments and rewards, a secure real-time engine using WebSockets, an admin panel with reporting, and anti-fraud and audit logs. The stack is Node.js, WebSockets, React, Redis and PostgreSQL, at an indicative Rs 2,00,000 - Rs 12,00,000 over 6 - 16 weeks.
The limits are plain. We provide the technology and the client is responsible for legal and licensing compliance. Brandzivio does not claim a published fish game or a demo of one. For a feel of how we think about original arcade titles, see our guide to building an original arcade game at /solutions/chicken-road-game-development-services.

Frequently asked questions
How do fish table games work?
Players share an underwater screen, choose a cannon and fire bullets at moving fish. Each bullet costs coins, each fish has a value, and a successful hit earns that value. In casino versions the coins are real-money wagers, which is not allowed for Indian players; a no-stake version uses game coins only.
How much does it cost to develop a fishing game?
No fish-game-specific figure is published. The Yudiz article gives general game ranges of roughly 5,000 to 50,000 USD for pre-production and 10,000 to 50,000 USD for post-production. Brandzivio's indicative gaming platform range is Rs 2,00,000 - Rs 12,00,000, which is not a quote for a fish game.
Is a fish shooting game legal in India?
A genuinely no-stake online social game (coins with no cash value) may be launched, but one where players stake money or redeemable coins is an online money game, banned by the Promotion and Regulation of Online Gaming Act 2025 (sources checked 21 October 2026). This is not legal advice; confirm in the gazette and ask a lawyer.
Which game engine is best for a fishing shooter game?
There is no single best engine. Unity suits richer visuals and store apps across iOS, Android and WebGL. HTML5 gives instant play and a small download, which helps on low-end Android phones. Choose by audience, art style and whether you need app-store features, then test on cheap devices.
How does a multiplayer fish game backend work?
The client sends only aim and fire intent. The server runs the room, spawns fish, decides hits and rewards, and records each coin change in a ledger. Players receive results over WebSockets, and reconnect logic restores the state if a connection drops. Nakama, Photon or a custom Node.js server can host this.
Can I copy Fishing Joy or other fish games?
You can build the same type of game, since a shooter with cannons and fish is a mechanic. Do not copy another title's art, fish designs, names, sounds or branding, which are protected. Design your own assets and have a lawyer check any close resemblance before launch.
