Sic Bo Game Development: Rules Engine, RNG, Cost, Law

By the Brandzivio team · Published 21 October 2026 · Updated 21 October 2026

This page is for game studios, social-casino and dice-game startups, entertainment brands and overseas buyers who want an Indian team for sic bo game development. By the end you will know what the game engine must handle, which build route is legal for Indian players, what drives cost, and what to ask a vendor. It is not for anyone planning cash stakes for players in India, and it offers no tips for winning.

We explain the rules only as far as a developer needs them, then the engine, the random number generator, the build options and the buyer checklist. Legal points were checked on 21 October 2026. They are not legal advice; please ask a qualified Indian lawyer before you commit to a model.

What sic bo game development involves

Sic bo is a three-dice table game. Three dice give 6 x 6 x 6 = 216 equally likely outcomes. Players place bets on the layout before the roll, the dice are shown in a cage or under a dome, and nobody makes a decision after the roll. OneTouch's 2018 mobile version, for example, kept the gold dome and dice-roll feature in a portrait-mode, single-touch design (CasinoBeats, 2018).

Is sic bo a game of skill or chance? It is a game of chance. The player only chooses bets, and no strategy changes how the dice fall.

A typical build has five deliverables: a game server and rules engine, a player client for web and mobile, an admin panel, round logs and analytics events. Once the legal route is clear, share your model and rule set at /contact.

Short answer: real-money sic bo is not a route open to Indian players. The Promotion and Regulation of Online Gaming Act, 2025 bans online money games, and neither PRS nor Mondaq names dice or casino games. The point is that real-money sic bo meets the definition of an online money game. Checked on 21 October 2026.

  • Online money game: a game where the user pays money or other stakes expecting monetary or other enrichment, whether the outcome depends on skill, chance or both. Credits, coins or tokens convertible to money count as stakes (PRS India, 2025).
  • Online social game: offered solely for recreation, entertainment or skill development. It may charge a subscription or a one-time access fee, but no stakes and no returns on stakes (PRS India, 2025).
  • Penalties reported by PRS: offering a money game up to 3 years and Rs 1 crore; advertising one up to 2 years and Rs 50 lakh; facilitating financial transactions up to 3 years and Rs 1 crore. Parliament passed the Bill in August 2025 (Lok Sabha 20 August, Rajya Sabha 21 August).
  • The Promotion and Regulation of Online Gaming Rules, 2026 were notified on 22 April 2026 and took effect on 1 May 2026. Online games generally need no registration unless the Centre notifies a category. The Rules weigh whether rewards or in-game assets can be transferred, redeemed, monetised or used outside the game, and the Online Gaming Authority of India decides whether a game is an online money game (Mondaq, 2026). MeitY is the ministry behind the framework.
  • Overseas licensed markets are a separate legal question for you in each country.
  • Brandzivio builds software only. The client is responsible for licences and compliance. This is not legal advice; ask a qualified Indian lawyer.

Free-to-play vs real-money sic bo: what changes in the build

The same dice engine can sit under two very different products. The table pairs each feature across both.

Chips in a free-to-play game can be earned or bought, but they must never be redeemed, transferred or sold. Any route to cash can turn a social game into a money game, so draw that line with your lawyer. Rewards should stay non-cash: badges, ranks and cosmetics.

Sic bo rules, payouts and house edge the code must handle

Payouts are not standard. Wizard of Odds lists Macau, Atlantic City and Australian paytables that differ, so the engine must read the paytable from configuration and never hard-code it. All figures below come from Wizard of Odds (page read October 2026).

  • Small (totals 4-10) and Big (11-17) pay 1:1. Each wins in 105 of 216 outcomes, with a house edge of 2.78%. Both lose on any triple. This triple rule is the commonest coding mistake, so give it its own test.
  • Any Triple wins in 6 of 216 outcomes and pays 24, 30 or 31 to 1 depending on the casino, with house edges of 30.56%, 13.89% or 11.11%.
  • Specific Triple wins in 1 of 216 and pays 150, 180 or 180 to 1, with edges of 30.09% or 16.20%. Doubles pay 8, 10 or 11 to 1 by casino.
  • Total bets (4 to 17) pay from 6:1 up to 60:1 depending on rarity and casino. Edges run from about 7% to 47% depending on the table. Any One Number pays 1, 2 or 3 to 1 for one, two or three matching dice, with a 7.87% edge in the standard table.
  • Macau tables add options such as Odd/Even and hop bets, so treat them as configurable.
  • The admin panel should expose paytable presets, bet limits per bet type, the triple rule, the round timer and side-bet on/off switches.
  • Can you make money playing sic bo? Every bet carries a house edge, each roll is independent, and betting systems cannot change the odds. Brandzivio promises no winnings, and this page gives no betting tips.

Must-have and nice-to-have sic bo game features

Start with the round itself, then add the platform pieces around it.

  • Core: betting layout (Small/Big, totals, doubles, triples, single numbers), chip selector, dice-roll animation under a dome or in a cage, a round state machine (bet, roll, settle), server-side rolling, round history and reconnect handling.
  • Platform: game lobby and user accounts, leaderboards and tournaments, a secure real-time engine over WebSockets, an admin panel with reporting, and anti-fraud and audit logs.
  • Mobile: a portrait-mode layout with single-touch betting, as OneTouch showed in 2018.
  • Responsible play: session reminders, time and spend limits on virtual chips, an age notice, and self-exclusion for any money-play market you serve outside India.
  • Statistics panels: live sic bo tables often show per-round statistics. They are cosmetic and do not predict the next roll.
  • Nice-to-have: variants such as high/low targets, multi-language support including Hindi, daily bonus chips, push notifications and 3D dice physics.
  • Leave out cash wallet withdrawals for India.

How a fair sic bo engine and RNG work

A fair engine is server-authoritative. The game server draws the three dice values, applies the paytable and the triple rule, and settles bets. The client only animates a result that is already decided and never decides the outcome.

Each die is drawn independently from a cryptographically secure RNG, not a basic generator such as Math.random. Values must be uniform over 1 to 6, with unbiased range mapping. Keep an immutable round log (dice, bets, payouts, timestamp) so a disputed round can be replayed.

Test by simulation. Run millions of rounds and compare observed frequencies and return-to-player with the 216-outcome maths, and unit-test every bet type and the triple rule. Brandzivio's gaming stack is Node.js, WebSockets, React, Redis and PostgreSQL; Unity is a common alternative for the dice client.

Independent labs such as iTech Labs and GLI (GLI-19 covers interactive gaming systems) test RNG and game maths. We did not open their sites, so treat this as general background. Acceptance is regulator-specific and approved-lab lists change, so confirm per market. Certification is optional for free-to-play but is a trust signal; ask any vendor for the lab report of the exact build you are buying.

Is it provably fair? That term means players can verify a round from a published seed. It is used mainly in crypto games, and OneTouch markets its sic bo that way. A conventional server-authoritative game does not need it.

Live-dealer sic bo from studios such as Ezugi or Beter is a different product: it needs a studio, cameras and a dealer, and most operators license it. See our page on live casino API integration at /solutions/live-casino-api-integration-services.

Sic bo script, custom build or live-studio licence?

A script is fine for a quick prototype or a test market. Beyond that, watch the risks: unknown origin, dice logic running in the client where it can be tampered with, an unclear licence to host and modify, and old real-money wallet code that must be stripped out for India. Live content is usually licensed through a direct B2B agreement with large studios, according to secondary sources. Treat the table as advice for any buyer, and verify claims such as full source code ownership in the contract.

Sic bo game development cost and timeline

Brandzivio's indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000 and 6 - 16 weeks. This is indicative, not a quote, and a sic bo game is scoped within that service.

We found no published price for a sic bo build. Market figures that exist are for whole white-label casino platforms and come from vendors, so treat any such figure as a vendor estimate for a platform, not a price for one dice game, and not a Brandzivio price. We have not converted any dollar figure into rupees here.

Ranges are wide because scope varies: the number of bet types and variants, 2D or 3D dice, platforms, multiplayer rooms, languages, admin depth, QA and simulation depth, certification and integrations.

Running costs come on top: cloud hosting, SMS/OTP, monitoring, app store fees, updates and support. Licence and certification fees are separate and not included in development figures.

Checklist before you hire a sic bo game development company

This is buyer advice, whichever vendor you pick. We do not rank or recommend other companies.

  • Get the revenue model in writing, with a lawyer's view. For India, no cash in or out and no convertible assets.
  • Agree who owns the source code and art, and the paytable and triple rule configuration, in writing.
  • Ask for the RNG approach, any lab report for the exact build, simulation results, round logs and replay.
  • Ask about hosting and data location, and how personal data is handled under the DPDP Act.
  • Check app store policy for casino-style games, age gating and support after launch.
  • Ask for a playable demo, how dice are generated, what logs exist, how disputes are handled, and what the quote excludes (testing, licensing).
  • Red flags: guaranteed earnings, legal in all states, no mention of the 2025 Act, scripts of unknown origin, or pressure to add a cash wallet.

Frequently asked questions

Is it legal to develop a sic bo game in India?

Real-money sic bo falls under the online money game definition of the Promotion and Regulation of Online Gaming Act, 2025, which bans offering such games. A free-to-play social game with no cash stakes or redeemable chips is the practical route. Checked on 21 October 2026; this is not legal advice, so consult a lawyer.

How much does it cost to develop a sic bo game?

No published price for a sic bo build was found. Brandzivio's indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000, not a quote. Cost depends on bet types, 2D or 3D dice, platforms, languages, admin depth and testing. Licences and certification are extra.

How long does it take to develop a sic bo game?

Brandzivio's indicative timeline for gaming website development is 6 - 16 weeks, and a sic bo game is scoped within that service. The real duration depends on how many bet variants you need, the platforms, 2D or 3D dice, multiplayer rooms, and the depth of simulation testing.

How do online sic bo games stay fair (RNG)?

The game server draws each of the three dice from a cryptographically secure random source, uniform over 1 to 6, then settles bets. Every round is logged so it can be replayed. Builders test by simulating millions of rounds against the 216-outcome maths, and may seek independent lab testing.

What is the house edge in sic bo?

It depends on the bet and the casino's paytable. Per Wizard of Odds (read October 2026), Small and Big carry 2.78%, Any One Number 7.87% in the standard table, and Any Triple 30.56%, 13.89% or 11.11% depending on payout. Total bets range from about 7% to 47%.

Can you make money playing sic bo?

No method is reliable. Every bet has a house edge, each roll is independent, and betting systems cannot change the odds. Brandzivio builds software only, promises no winnings, returns or income, and does not encourage anyone to play. In India, real-money sic bo is also prohibited as an online money game.
