This page is for game studios, social-casino and card-game startups, entertainment brands and overseas buyers who want an Indian team to build a blackjack game. After reading it you should be able to decide whether your model is a free-to-play build, which rules your engine must let you configure, how fairness is tested, what the work roughly costs and what to ask a blackjack game development company before you sign.
It is not for anyone planning cash stakes for Indian players, and it contains no tips for winning at blackjack. We cover development only. If your model is clear and legal, you can share your rules and plan at /contact; if it is not clear yet, read the legal section first.

What a blackjack game development company actually builds
Blackjack is a player-versus-dealer card game. The player tries to beat the dealer's hand without going over 21. Face cards count as 10, an ace counts as 1 or 11, and a blackjack (an ace plus a ten-value card) pays 3:2 in the standard rule set.
A development company turns those rules into software. The usual deliverables are a game server and rules engine, a player client for web and mobile, an admin panel, round logs and analytics events. The player client is only the display; every decision about cards and chips lives on the server, which is why the engine matters more than the animation.
If you already know your model and rules, send them through /contact once the legal route is clear.
Is blackjack legal to build and run in India?
Checked on 19 October 2026. This is a summary of published sources, not legal advice; ask a qualified Indian lawyer about your exact model. Brandzivio builds software only, and the client is responsible for licences and compliance.
- Online money game: under the Promotion and Regulation of Online Gaming Act, 2025, this is a game where the user pays money or other stakes expecting monetary or other gain, whether the outcome depends on skill, chance or both. Credits, coins or tokens that can be converted to money count as stakes (PRS India, 2025).
- Online social game: a game offered solely for recreation, entertainment or skill development. It may charge a subscription or one-time access fee, but it has no stakes and no winnings tied to stakes (PRS India, 2025).
- Penalties summarised by PRS: offering an online money game can attract up to 3 years and Rs 1 crore; advertising one, up to 2 years and Rs 50 lakh; facilitating financial transactions for one, up to 3 years and Rs 1 crore.
- The Promotion and Regulation of Online Gaming Rules, 2026 were notified on 22 April 2026 and took effect on 1 May 2026. Online games generally need no registration unless the Centre (MeitY) notifies a category, and the Rules look at whether in-game assets can be transferred, redeemed, monetised or used outside the game (Mondaq, 2026).
- In practice, real-money blackjack for Indian players is a prohibited online money game. A free-to-play social game with no cash route is the workable path.
- Overseas licensed markets are a separate question. The operator needs local legal advice in each country, and the developer needs its own advice too.
Free-to-play vs real-money blackjack: what changes in the build
The table compares the same feature in both models. Chips in a social game can be earned or bought, but they must never be redeemed, transferred or sold. Any route to cash can turn a social game into a money game, so draw that line with a lawyer before design starts.
For India, rewards should be non-cash only: badges, ranks and cosmetics.
- Planning a free-to-play game? Confirm the model with your lawyer, then share the scope at /contact.
| Feature | Real-money blackjack (prohibited in India) | Free-to-play social blackjack |
|---|---|---|
| Chips or credits | Represent money and are tied to a balance | Virtual chips with no cash value, never redeemable |
| Deposits and wallet | Cash wallet with deposits | No cash wallet; optional chip purchase only if your lawyer approves |
| Withdrawals | Payouts to bank or UPI | None |
| KYC and AML | Required by the operator's regulator | Light sign-in; age notice and DPDP Act handling of personal data |
| Payment gateway | Core dependency for stakes | Not needed, or only for ad-free or cosmetic purchases |
| Tournaments and leaderboards | Cash prizes | Ranks, badges and cosmetic rewards |
| Advertising | Restricted and penalised in India | Normal app marketing, still reviewed by your lawyer |
| Certification demand | Regulator-specific lab approval | Optional, but a trust signal |
Blackjack rules and house edge: what the code must let you configure
A good engine treats rules as settings, not hard-coded logic, so you can run different tables and change them later. The house edge is the average share of each bet the game keeps over a long run, and every switch below moves it.
- Number of decks: 1, 2, 4, 6 or 8. Fewer decks slightly favour the player.
- Dealer stands or hits on soft 17. Standing on soft 17 favours the player.
- 3:2 vs 6:5 blackjack payout. The 6:5 payout is far worse for the player than 3:2.
- Double on any two cards or restricted totals, and double after split (DAS).
- Split and re-split rules, including aces, and late surrender.
- Insurance, and dealer peek versus the European no-hole-card rule.
- Variants to support: classic, European, Spanish 21-style, side bets and multi-hand.
- Published examples: Wizard of Odds lists named online and live blackjack products with house edges from about 0.01% to 0.45%, depending on decks and the soft-17 rule (page read October 2026).
- Is blackjack a winning game? No. Even with correct basic strategy the rules leave the house an edge, and no software or system guarantees winnings. We promise no winnings.
- For a free-to-play game, rules still shape perceived fairness and retention, so show them in the table info panel.
Must-have and nice-to-have blackjack game features
Core features cover play; platform features keep the game manageable. Cash wallet withdrawals are not a feature for an India build.
- Core: table UI with bet, hit, stand, double, split, surrender and insurance as the rule set allows; a round state machine; server-side dealing; round history; reconnect handling; sound and animation.
- Platform, as in our gaming service: game lobby, user accounts, leaderboards, tournaments and rewards (non-cash for India), a secure real-time engine on WebSockets, an admin panel with reporting, and anti-fraud and audit logs.
- Responsible play: session reminders, time limits on virtual chips, an age notice, and self-exclusion for any money-play market a client serves.
- Nice-to-have: multi-hand play, side bets, multiplayer tables with limited chat, Hindi and regional languages, daily bonus chips and push notifications.
How a fair blackjack engine and RNG work
Fairness starts with a server-authoritative game server. The server shuffles, deals and validates every action. The client never receives the dealer's hole card and never decides chips or payouts, so a tampered app cannot change results.
The shuffle should use a cryptographically secure random source with a Fisher-Yates shuffle over the full shoe, not a basic pseudo-random generator. Keep a seeded deterministic mode for testing and an audit log of every round, so a disputed hand can be replayed. A typical stack is Node.js, WebSockets and Redis for live tables, React for the client and PostgreSQL for records; Unity is a common alternative for the game client.
Independent labs such as iTech Labs, GLI (whose GLI-19 standard covers interactive gaming systems, according to secondary sources) and eCOGRA test RNG and game maths. We could not open the lab sites, so treat these details as vendor-reported. Acceptance is regulator-specific, so confirm each target regulator's approved-lab list. For a free-to-play game, certification is optional, but ask any vendor for the lab report of the exact build.
For multiplayer tables, add collusion and bot signals such as same-IP seating rules, unusual-pattern flags and rate limits. No system makes cheating impossible. If you hear "provably fair", it means players can verify a round from a published seed; it is mostly used in crypto games and is not required for a conventional server-authoritative game.
Blackjack script or custom development?
Scripts are fine for a quick prototype or a test market. The risks are unknown origin, client-side logic that can be tampered with, an unclear licence to host and modify, and old real-money wallet code that must be stripped out for India. Claims such as full source code ownership should be checked in the contract; that is advice to the buyer, not a promise from us.
Live dealer is a separate decision. Building a studio is very costly, and licensing from a live-casino provider is common; see our live casino API integration page at /solutions/live-casino-api-integration-services.
| Factor | Readymade script / white-label | Custom build |
|---|---|---|
| Time to launch | Fastest, often weeks | Longer, scoped to your rules and platforms |
| Control over rules and branding | Limited to what the script exposes | Full control of rules, art and UX |
| Code ownership and licence | Often a licence with limits; read it | Agree ownership in writing |
| Hidden-card security review | Hard to audit; logic may sit in the client | Server-authoritative design you can review |
| Scaling | Depends on the original design | Designed for your expected load |
| Upgrade path | Tied to the seller's updates | Your roadmap |
| Cost | Lower at the start | Higher at the start, more predictable later |
Blackjack game development cost and timeline
Brandzivio's indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000 over 6 - 16 weeks. It is indicative, not a quote, and a blackjack game is scoped within that service.
Published market ranges are marketing figures and differ. Source Code Lab (2026) puts a single classic variant with RNG at about USD 20,000-45,000 and 3-5 months, and white-label at USD 8,000-25,000 and 2-4 months. SDLC Corp lists packages from USD 10,000 (6-10 weeks) up to USD 30,000-50,000 for multiplayer (10-16 weeks), excluding testing and licensing fees. These are vendor figures, not Brandzivio prices, and we have not converted them to rupees.
Ranges are wide because of the number of variants and side bets, platforms, multiplayer, art quality, languages, admin depth, QA depth, certification and integrations. Budget for running costs too: cloud hosting, SMS or OTP, monitoring, app store fees, updates and support.
Checklist before you hire a blackjack game development company
This is buyer advice and applies to any vendor. We do not rank or recommend other companies.
- Get your revenue model in writing with a lawyer's view. For India, no cash in or out and no convertible assets.
- Agree who owns the source code and art, and get the rules configuration list in writing.
- Ask about the RNG approach and the lab report, round logs and replay, hosting and data location.
- Check how personal data is handled under the DPDP Act, the app store policy for casino-style games, and age gating.
- Ask for a playable demo, who holds the hole card, how shuffling works, what logs exist and how disputes are handled.
- Ask what the quote excludes, such as testing and licensing, and what support exists after launch.
- Red flags: guaranteed earnings, "legal in all states", no mention of the 2025 Act, scripts of unknown origin, pressure to add a cash wallet and unverifiable "100+ projects" claims.
- To compare with other card games, see our guides on free-to-play Teen Patti game development at /solutions/teen-patti-game-development-company and Indian rummy game development at /solutions/indian-rummy-game-development-company.

Frequently asked questions
Is it legal to develop a blackjack game in India?
Real-money blackjack for Indian players is an online money game and is prohibited under the Promotion and Regulation of Online Gaming Act, 2025. A free-to-play social game with no stakes or cash route is the practical path. Checked on 19 October 2026; this is not legal advice, so consult a lawyer.
How much does it cost to develop a blackjack game?
Brandzivio's indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000, not a quote. Published vendor estimates in 2026 run about USD 20,000-45,000 for a single classic variant with RNG. Variants, platforms, multiplayer, QA and certification make the range wide.
How long does it take to develop a blackjack game?
Brandzivio's indicative timeline for gaming website development is 6 - 16 weeks. Published vendor estimates range from 2-4 months for white-label to 3-5 months for a custom single variant. Multiplayer, extra variants, app store review and testing all add time.
How do online blackjack games stay fair (RNG)?
The server shuffles with a cryptographically secure random source, deals the cards and validates every move, so the client never sees the hole card. Every round is logged for replay. Independent labs such as iTech Labs, GLI and eCOGRA test RNG and maths, with regulator-specific acceptance.
Which technology is used to build a multiplayer blackjack game?
A common setup is a Node.js game server with WebSockets for live tables, Redis for fast table state, PostgreSQL for records and React for the web client. Mobile clients can use React Native or Flutter, and Unity is a common alternative for the game client.
Is blackjack a winning game?
No. The rules always leave the house an edge, even with correct basic strategy; Wizard of Odds lists named games at roughly 0.01% to 0.45%. No software or system guarantees winnings, and Brandzivio promises none. We build software only and do not encourage anyone to play.
