This page is for founders, fintech product heads and existing brokers or wallet businesses in India who are comparing a crypto exchange development company, or deciding between a custom build, white-label software and a P2P marketplace. After reading, you should be able to pick an exchange model, know what to sort out legally before development starts, understand what drives cost, and judge a vendor with a clear checklist.
We have written this as a buyer's guide, not a sales pitch. Rules and prices change. Where a figure comes from a published source, we name the source and year, and you should verify current details with the official body or a lawyer. Nothing here is legal, tax or investment advice.

What does a crypto exchange development company actually build?
A crypto exchange development company designs and builds the software that lets users register, verify identity, deposit money, trade and withdraw. The core pieces are a matching engine that pairs buy and sell orders, an order book that holds open orders, user and admin panels, a wallet layer, a KYC/AML module, fiat on and off-ramps, and web and mobile apps.
The main models differ in how trades happen. A centralised exchange (CEX) matches orders on the operator's own servers and holds user funds in custody. A decentralised exchange (DEX) settles trades through smart contracts. A P2P marketplace connects buyers and sellers directly, with escrow holding the crypto until payment is confirmed. A hybrid mixes these. Typical buyers are new exchange startups, brokers adding crypto and wallet or fintech businesses.
One point matters from the start: Brandzivio builds software only. The client holds the licences and carries compliance responsibility.
Is it legal to run a crypto exchange in India? What you must sort out first
Crypto is not banned in India, but it is regulated. Taxing VDAs is not the same as legally recognising them. A March 2023 government notification (see the FIU-IND website) brought virtual digital asset (VDA) service providers under the Prevention of Money Laundering Act (PMLA) as reporting entities. That means a VDA service provider must register with FIU-IND, follow its AML-CFT guidelines, run KYC / AML checks and report suspicious transactions.
Enforcement is real. The Minister of State for Finance said in December 2023 that 28 providers had registered with FIU-IND, and MediaNama reported in October 2025 that about 50 had registered while FIU-IND sent notices to 25 offshore platforms. These are reported figures as of those dates, so check the current list on the FIU-IND website.
Tax design also affects your software. Gains on VDA transfers have been taxed at a flat 30%, and a 1% TDS under Section 194S has applied on transfers. Rates and thresholds can change, so confirm the current position with the Income Tax Department or a tax adviser. Cross-border flows (FEMA) and personal data handling under the DPDP Act are further items for a lawyer. Speak to an Indian fintech lawyer before you build, because registration and compliance decisions shape the product.
Which exchange model fits you: CEX, P2P, DEX or white-label?
The right model depends on budget, control and how quickly you need to launch. Cost bands below are vendor-published market estimates, not quotes. Innowise's 2026 estimate puts a centralised exchange at about $420K to $1.24M+ and a decentralised one at about $85K to $260K+, excluding maintenance.
Liquidity is the hidden problem. An order-book exchange with no depth looks empty and loses users, so it needs a liquidity provider or market maker. P2P with escrow needs far less. A common hybrid path is to launch on white-label exchange software and migrate to a custom build later, accepting the trade-off of vendor lock-in while you do.
Note on the table: sources disagree widely on white-label pricing, so we do not give a single number. Timelines are described qualitatively because we found no reliable published figures.
| Model | Control and best for | Time to launch | Indicative cost band | Liquidity need |
|---|---|---|---|---|
| Custom CEX | Full control of code and roadmap; funded teams with a unique product | Usually the longest | About $420K-$1.24M+ (Innowise, 2026) | High: market makers or partners |
| White-label CEX | Limited, as you use the vendor's base product; fast launch on a tight budget | Generally the fastest; ask for a written milestone plan | Not reliably published; itemise licence, customisation and support in each quote | High, same as custom |
| P2P marketplace | Good control with simpler flows; startups testing a market | Usually shorter than a CEX because there is no order-book matching; confirm per vendor | Not reliably published; itemise escrow, dispute handling and payment integration | Lower with escrow |
| DEX | Rules sit in smart contracts; teams comfortable with on-chain products | Depends on contract audits; ask for a milestone plan | About $85K-$260K+ (Innowise, 2026) | Pool-based or aggregated |
Must-have features of a crypto exchange platform
Separate what you need on day one from what can wait. The features below raise risk if they are missing. The matching engine, liquidity integration and security work cost the most.
- Low-latency matching engine with market, limit and stop orders, backed by a reliable order book
- Hot wallet and cold wallet split, with multi-signature / MPC key control
- KYC / AML with PAN verification, video KYC and other methods your lawyer confirms are permitted for your entity, plus transaction monitoring
- Two-factor authentication, withdrawal whitelisting and rate limiting
- Admin back-office with role-based access and full audit logs
- INR UPI / IMPS on-ramp and bank transfers through a regulated payment partner
- TDS calculation, reporting and record-keeping built into trade and withdrawal flows
- API and WebSocket feeds for market data and trading
- Nice to have later: staking, margin, copy trading, referral programmes and launchpads
How much does crypto exchange development cost, and how long does it take?
Cost depends on exchange type, custom versus white-label, liquidity integration, security and audits, KYC provider fees, mobile apps, hosting and team location. See the comparison table above for the published CEX and DEX ranges. Maintenance is quoted at roughly $10K-$30K a month for a CEX (Innowise, 2026). Treat these as vendor-published market ranges, not firm prices.
On timelines, we could not find a reliable published timeline, so ask each vendor for a milestone plan. Remember costs outside development: legal and licensing advice, security audits, liquidity capital and ongoing support.
Brandzivio does not publish a price for a full crypto exchange. The nearest published figure on our [trading app development services](/services/trading-app-development) page is Rs 3,00,000 - Rs 15,00,000 for a trading app, and a full exchange scope is quoted separately after a scoping call. For a related breakdown, see [trading app development cost in India](/blog/trading-app-development-cost-in-india).
Technology and security choices that matter
Technology choices are trade-offs, and your vendor should explain them in plain words.
- Engine and API: Node.js, Go or Java; Go and Java suit very high order throughput
- State and data: Redis for order book state and PostgreSQL for accounts and ledgers
- Real-time feeds: WebSockets; front ends in React, with React Native or Flutter for mobile
- Security testing: penetration testing, plus a third-party code or smart-contract audit before launch
- Custody and protection: cold storage for most funds, careful key management, DDoS protection and rate limiting
- Incident response: a written plan for freezing withdrawals and informing users
- Hosting: a cloud region in India versus on-premise is a trade-off of control, cost and data-handling duties under the DPDP Act; ask your lawyer which applies
- Be honest with yourself: no vendor can guarantee zero hacks, only reduce the risk and prepare the response
How to choose a crypto exchange development company: checklist and questions to ask
Ask for evidence, not adjectives. Request a staging demo and a written scope with milestones before any payment.
- Verifiable past exchange or trading platform work, with references you can call
- Who owns the source code at handover, in writing
- Security audit history and what happens when an audit finds a problem
- Wallet and custody design, including who can move funds
- KYC/AML and India reporting support, including TDS records
- Fixed scope with milestones versus open-ended hourly billing
- Post-launch support terms and response times
- The people who will actually build your product, not only the sales team
- Exit terms: documentation, handover and what happens if you leave
- Red flags: 'launch in 7 days', guaranteed profits, unverifiable claims such as '140+ exchanges', the same cloned script reused across clients, and no talk of compliance
Common mistakes when building a crypto exchange
These are the mistakes that most often cost founders time and money.
- Starting development before taking legal advice on FIU-IND registration
- Ignoring liquidity and launching with an empty order book
- Under-budgeting security work and audits
- Buying a cheap clone script with unknown code and no ownership
- Skipping TDS and record-keeping design until after launch
How Brandzivio can help
Brandzivio builds trading and investing platforms with real-time market data, KYC, wallet and admin back-office for startups and businesses from Gurugram, and leaves licences and regulatory compliance with the client. That means real-time market data through APIs, KYC, wallet and payment integration, and an admin back-office with risk controls, as web, Android and iOS clients. We do not present trading app work as crypto exchange experience, so we will tell you plainly which parts of your scope match our trading app service (published range Rs 3,00,000 - Rs 15,00,000, 8-20 weeks) and which do not. We build software only; licences, FIU-IND registration and compliance stay with you.
Planning a crypto exchange or trading platform? Share your model, target users and timeline and we will scope the software side with you. Frequently asked questions
How much does it cost to build a crypto exchange?
Published 2026 vendor estimates put a centralised exchange at about $420K to $1.24M+ and a decentralised one at about $85K to $260K+ (Innowise). We found no reliable figure for white-label or P2P, so get 2-3 written quotes. These are market ranges, not quotes, and not a Brandzivio price.
How long does it take to develop a crypto exchange?
We could not find a reliable published timeline, so ask each vendor for a milestone plan. White-label launches are generally faster than custom builds, but security audits, liquidity and KYC setup add time to either. Brandzivio's only published timeline is 8-20 weeks for a trading app, which is not an exchange estimate.
Is it legal to start a crypto exchange in India?
Crypto is not banned in India but is regulated. VDA service providers fall under PMLA and must register with FIU-IND, run KYC/AML and handle tax rules. Rules change, so take advice from an Indian fintech lawyer before building. This page is not legal advice.
What is the difference between white-label and custom crypto exchange software?
White-label software is a ready base product that is rebranded and configured, so it launches faster and costs less, but you control less of the code and roadmap. A custom build is designed for your needs, costs more and takes longer, and you can negotiate ownership of the source code.
Do crypto exchanges in India need to register with FIU-IND?
Yes. Since a March 2023 government notification, virtual digital asset service providers are reporting entities under PMLA and must register with FIU-IND. Reported counts were 28 in December 2023 and about 50 by October 2025. Check the FIU-IND website for the current position.
How do I choose a crypto exchange development company?
Ask for verifiable past work, written source-code ownership, security audit history, wallet and custody design, India compliance support and a post-launch support agreement. Insist on a staging demo and milestone-based scope. Be cautious of guaranteed profits, 'launch in 7 days' claims and unverifiable numbers.
