Is real money Ludo tournament development still allowed in India?
No, not for Indian players. The Promotion and Regulation of Online Gaming Act, 2025 received Presidential assent on 22 August 2025. MeitY notified the Act's commencement and the Online Gaming Rules, 2026 on 22 April 2026, and the law came into force on 1 May 2026. It prohibits any online money game, meaning a game played with an entry fee or stake and an expectation of monetary gain. The ban applies whether the game is skill, chance or a mix, so calling a Ludo tournament "skill-based" no longer protects an operator. The idea that rules differ from state to state does not apply here; the Act is national.
The Online Gaming Authority of India (OGAI) was constituted under Section 8, and designated cyber cell and nodal police officers can investigate offences under Section 15. Banks and payment facilitators fall within the compliance scope, and platforms can be blocked. Operators have reportedly said they may challenge the law in court, but we could not confirm any outcome on the check date, so verify the current position before relying on this page. Read the Act and Rules on the MeitY website rather than depending on summaries.
Brandzivio builds software only. The client is responsible for licences, the legal model and compliance, and we do not help promote or run cash-stake games. Nothing here promises winnings or income.
What a compliant Ludo tournament app can still be
The Rules recognise three categories: e-sports, online social games and online money games. Only the last is banned. A free-to-play online social game can still be a serious tournament product. The usual design uses virtual coins with no cash value that cannot be cashed out or traded outside the app.
Tournaments do not need entry fees to be engaging. Formats that work include knockout brackets, daily and weekly leaderboards, seasons with rankings, and private room tournaments for friends, colleges and communities. Revenue without stakes can come from ads, cosmetic skins, dice themes and board themes.
Be careful with prizes. Sponsor or brand-funded rewards are a legal-review question, and any prize linked to paid entry can turn the game into a money game. Under the Rules, a game is assessed on entry fees or stakes, the possibility of monetary reward, the revenue model and whether in-game assets can be monetised outside the platform. Every revenue idea above still needs a lawyer's check before launch.
Must-have features of a Ludo tournament game
Use this list to scope any Ludo tournament build. Ludo King is a well-known example of the genre, and players now expect that level of polish.
- Core game: 2-player and 4-player boards, classic and quick variants, a turn timer, token capture with safe squares, and auto-play when a player disconnects.
- Server-side dice and server-authoritative game logic, so a modified client cannot fake a roll or a move.
- Matchmaking and private rooms with invite codes, plus friend lists.
- Tournament engine with brackets, rounds, tie-break rules, scheduled starts and leaderboards.
- Reconnection handling for patchy mobile networks, which matters across India.
- Admin panel for player management, tournament setup, reports, and ban and report tools.
- Fair-play controls: multi-account detection, collusion and bot checks, and audit logs.
- For reference, Brandzivio's gaming platform service includes a game lobby, accounts, leaderboards, tournaments and rewards, a secure real-time engine using WebSockets, an admin panel with reporting, and anti-fraud and audit logs.
Safety and fairness checklist for a Ludo tournament app
"Provably fair" is a cryptographic technique more common in crypto games. For Ludo, the practical equivalent is server-side dice with auditable logs, where every roll is generated on the server, stored and reviewable. None of this makes a money game legal; fairness and legality are separate questions.
Tick these off with any studio. The Rules reportedly expect platforms to offer age verification, time-use limits, reporting tools, fair-play monitoring and a grievance process (India Briefing, 2026); confirm the exact duties with your lawyer.
- Dice and moves are decided on the server, never the phone.
- Random numbers are generated by a proper RNG and audit logs record every roll.
- Reconnect and timeout rules are defined and tested.
- Collusion and multi-account checks are in place.
- Age verification and parental-control options exist.
- Chat moderation and a report-a-player tool work from day one.
- A privacy policy and secure data storage meet the Digital Personal Data Protection Act, 2023.
- Virtual coins have no cash-out path.
- Admin actions are written to audit logs.
- Legal review is finished before launch, not after.
Technology options for a multiplayer Ludo game: comparison
Unity gives the richest 2D or 3D feel and ships to Android and iOS from one project. Web builds reach players without an install. Ready-made scripts are cheap but hard to scale, audit or differentiate. Brandzivio's gaming platform stack is Node.js, WebSockets, React, Redis and PostgreSQL; we do not claim Unity or Photon expertise.
| Option | Best for | Strength | Trade-off |
|---|---|---|---|
| Unity with Photon or a custom server | Polished native game feel | Rich animation, Android and iOS from one project | Heavier build, larger app size, specialist skills needed |
| Unity with a Node.js WebSocket server | Teams wanting control of game logic | Server-authoritative dice and rooms you own | Two codebases to maintain |
| Flutter or React Native with Node.js WebSockets | Lighter 2D games on both stores | One app codebase, easy admin integration | Less suited to heavy animation |
| HTML5 or Canvas web game over WebSockets | Browser play with no install | Instant access, simple updates | Weaker performance on low-end phones |
| Ready-made source-code script | Quick prototypes | Low upfront cost | Hard to scale, audit and differentiate |

These are published market ranges, not Brandzivio quotes. Juego Studio's blog (August 2023, vendor estimate) puts a basic Ludo game at USD 10,000-15,000 and a Ludo King-style game at USD 30,000 or more. Yudiz publishes a starting price of Rs 5,00,000 for a Ludo game (checked October 2026). The ranges are wide because platform, art, multiplayer scale, languages, testing and post-launch support all change the work.
Brandzivio's indicative range for gaming website and platform projects is Rs 2,00,000 - Rs 12,00,000 over 6 - 16 weeks. A final quote depends on scope, and this is a guide only; it differs from the vendor figures above because scopes differ.
The main cost drivers are real-time infrastructure and load testing, the tournament engine, art and animation (often the biggest line), admin and analytics, multi-language support, store submission, and hosting and live operations after launch. Budget for legal review as an extra cost before design starts. For wider app budgeting, see our guide on mobile app development cost in India at /blog/mobile-app-development-cost-in-india.
How long does a Ludo tournament game take to build?
Our indicative range for gaming platforms is 6 - 16 weeks, depending on scope. We do not promise fixed delivery dates. A typical sequence looks like this:
- Design and scope: formats, rules, screens and the legal model.
- Architecture: server-side game logic, rooms and data design.
- Core platform: accounts, lobby, matchmaking and admin.
- Game implementation: boards, tournaments and leaderboards.
- Load and security testing before any promotion.
- Soft launch with a small audience, then fixes.
- You provide: legal advice, tournament rules, brand and art direction, and store accounts.
- Common mistakes: client-side game logic, skipping load tests, no reconnection handling, and leaving the legal model until after launch.
How to choose a Ludo game development company
Ask any studio these questions, and treat vague answers as a warning.
- Where is the dice roll generated, and how is it logged?
- How do you handle disconnects and collusion?
- What does the quote exclude: art, hosting, store fees?
- Who owns the source code and art? Agree it in writing.
- What is your view on the 2025 Act, and will you refuse cash-stake features?
- Can I play a working demo, not just see screenshots?
- Red flags: "real cash Ludo script in 7 days", claims like "lakhs to crores per month" with no data, no mention of the law, and a ready-made script resold unchanged.

Frequently asked questions
Is real money Ludo legal in India?
No. The Promotion and Regulation of Online Gaming Act, 2025, in force from 1 May 2026, prohibits online money games, meaning games with an entry fee or stake and a hope of monetary gain. Brandzivio does not build them. This is not legal advice; confirm the current position with a qualified lawyer.
Is skill-based Ludo allowed under the Online Gaming Act?
Not if players pay to enter for cash rewards. The Act's ban on online money games covers skill, chance and mixed games alike. A free-to-play online social game with virtual coins that have no cash value sits in a different category, but you should get legal review first.
How much does it cost to develop a Ludo game like Ludo King?
Juego Studio's 2023 vendor estimate is USD 30,000 or more for a Ludo King-style game, and Yudiz lists Rs 5,00,000 as a starting price. Brandzivio's indicative range for gaming platforms is Rs 2,00,000 - Rs 12,00,000, and the final quote depends on scope.
How long does it take to develop a Ludo game app?
Brandzivio's indicative range for gaming platform projects is 6 - 16 weeks, depending on scope. The stages are design, architecture, core platform, game implementation, load and security testing, and soft launch. Delivery dates are not fixed until scope is agreed.
How do Ludo tournament apps make money without cash entry fees?
Common stake-free routes are ads, cosmetic skins, dice themes and board themes. Sponsor-funded events are also discussed, but any prize linked to paid entry can turn a game into a money game. Check every revenue idea with a lawyer, and do not expect guaranteed income.
How do you make a Ludo game fair and stop cheating?
Run dice and moves on the server, log every random number, and keep audit logs of admin actions. Add multi-account, collusion and bot checks, reconnect and timeout rules, and a report-a-player tool. Provably fair techniques are more common in crypto games and do not make a money game legal.
