This page is for game studios, startups, entertainment brands and overseas buyers who want an Andar Bahar game built by an Indian team and need to decide what is realistic today: which model is lawful to build, which features and fairness approach to ask for, and what a sensible budget looks like. It is not for anyone planning cash deposits, cash-out or prizes with money value for Indian users, because that is the part the law now prohibits.
Andar Bahar is simple to describe. One card is turned face up in the middle (the joker card). Cards are then dealt one at a time, alternately, to the Andar and Bahar sides until a card of the same rank as the middle card appears; suit does not matter. The side that receives the matching card wins the round. Once your model is clear, talk to us at /contact. Nothing here is legal advice, so ask a qualified Indian lawyer before you commit.

Can you still build an Andar Bahar game in India?
Yes, but only as a free-to-play social game. Real-money Andar Bahar for Indian users is covered by the ban, and a company that calls the game a game of skill or a game of chance does not change that. What remains buildable is an Andar Bahar played purely for recreation: virtual chips, no stakes, no cash-out and no route to turn chips into money.
The rest of this page explains the legal position as we read it from published sources, how the free-to-play build differs from the old real-money build, which engine and fairness model to choose, and what to check before you hire any Andar Bahar game development company. Brandzivio builds software only. The client decides the business model and is responsible for licences and compliance.
What the Online Gaming Act, 2025 means for Andar Bahar
The summary below follows PRS India and Mondaq, checked on 17 October 2026. Laws and court cases move, so confirm the latest position with a lawyer before launch.
- Online money game: a game played by paying money or other stakes in expectation of winning, whether the outcome depends on skill, chance or both. Credits, coins or tokens that are equivalent to money or convertible into it count as stakes (PRS India, 2025).
- Online social game: a game played solely for recreation, entertainment or skill development. It may charge a subscription or a one-time access fee, but it has no stakes and no monetary gain (PRS India, 2025).
- Penalties summarised by PRS India: offering an online money game, up to 3 years' imprisonment and a fine up to Rs 1 crore; advertising one, up to 2 years and Rs 50 lakh; facilitating financial transactions for one, up to 3 years and Rs 1 crore.
- The Promotion and Regulation of Online Gaming Rules, 2026 were notified on 22 April 2026 and took effect on 1 May 2026. Social games need no registration unless the Central Government notifies a game or category (Mondaq, 2026).
- Whether in-game assets can be transferred, redeemed or monetised outside the game is a factor in deciding if a game is a money game (Mondaq, 2026).
- Court status: news reports up to early August 2026 describe challenges as pending before the Supreme Court. We do not predict an outcome; check the latest before you plan around it.
Free-to-play vs real-money Andar Bahar: what changes in the build
The table pairs each building block of a real-money product with its free-to-play equivalent. The left column is shown only to explain what to remove; it is not something Brandzivio promotes.
| Building block | Real-money Andar Bahar (prohibited for India users) | Free-to-play social Andar Bahar |
|---|---|---|
| Wallet and deposits | Cash wallet funded by the player | No cash wallet; virtual chips only |
| Withdrawals | Winnings paid out to bank or UPI | None; chips cannot be redeemed, transferred or sold |
| Stake per round | Money wagered on Andar or Bahar | Virtual chips with no money value |
| Chips or coins | Mirror a cash balance | Earned in play, daily free chips or bought as an access convenience, never convertible |
| KYC and AML | Identity and anti-money-laundering checks around payments | Not tied to payments; phone OTP and an age notice instead |
| Leaderboards and tournaments | Cash prize pools | Ranks, badges and cosmetics only |
| Advertising | Promotion of a money game is itself penalised | Neutral product promotion that never mentions earning |
| Payment gateway | Core module | Not needed unless you charge a plain subscription or access fee |
Features an Andar Bahar app needs
Competitor pages still list payment gateways, wallet withdrawals and revenue tracking because they describe a money model that no longer applies to Indian users. A free-to-play build does not need them. The features below are what a social version needs. Rewards should stay at badges, ranks and cosmetics; where exactly the line sits for a given reward is a question for your lawyer. Licensed overseas markets are a separate legal question for the client and are not covered on this page.
- Core play: round timer, a two-sided choice with virtual chips, middle-card reveal with an animated deal, round history, private tables for friends, a public lobby and reconnect handling when a phone drops signal.
- Language and reach: Hindi and English interface, plus a low-bandwidth mode so the game runs on 3G and 4G phones.
- Accounts: phone OTP login, profiles, report and block tools, an age notice and session reminders.
- Platform features from our gaming scope: game lobby and user accounts, leaderboards and rewards (non-cash), a secure real-time engine over WebSockets, an admin panel with reporting, and anti-fraud and audit logs.
- Nice to have: live chat with limits, daily free chips, clubs and friends, and push notifications. Android and iOS clients fall under mobile app development, and the web front end and admin panel under website development.
RNG, live dealer or a readymade script: which Andar Bahar model fits?
These are three different ways to produce a round. The comparison pairs each factor across all three so you can see the trade-off. Provably fair means the server publishes a hash of its seed before the round and reveals the seed afterwards, so players can verify the shuffle. It is mainly used in crypto games; for a free-to-play game it is an optional trust feature, not a requirement. On readymade scripts, check the licence, the origin of the code and whether the wallet code can be fully removed. Any claim of full source code ownership must be verified in the contract; that is buyer advice, not a promise we are making.
| Factor | RNG virtual dealer | Live dealer (streamed) | Readymade script / white-label |
|---|---|---|---|
| How outcomes are produced | Server shuffles a 52-card deck with a secure random source | A human deals physical cards on camera | Depends on the script; often unclear |
| Fairness evidence | Round logs; optional independent lab report | Visible on the stream | Whatever the seller shows; verify it |
| Studio and streaming needs | None | Studio, cameras, video delivery and trained dealers | Usually none |
| Build effort | Medium; engine, art and admin tools | High; adds video and studio operations | Low at first, high to clean up |
| Control over rules and branding | Full | Limited by studio set-up | Limited by the script |
| Code ownership | Set in your contract | Set in your contract | Often a licence, not ownership |
| Typical risk | Weak implementation if the client decides outcomes | Cost, and mostly a licensed-market product | Unknown origin, tamperable client logic, old wallet code |
How a fair, server-authoritative Andar Bahar engine works
In a server-authoritative game server, the server holds the shuffled deck and decides every round. The app only displays results and sends the chosen side and chip amount. If the client could decide or even see the next card, a modified app could cheat.
The server shuffles the 52-card deck with the Fisher-Yates algorithm, driven by a cryptographically secure random source, and then deals alternately to Andar and Bahar. Many versions deal the first card to Andar, but variants differ, so the rule on which side is dealt first must be stated clearly to players inside the game.
Each round is independent. No streak or pattern predicts the next card, so treat any vendor offering a winning formula or a 50% sure win as a red flag. One competitor page makes exactly this kind of claim; we do not repeat it.
For real-time play, our gaming scope uses Node.js and WebSockets, React for the front end, Redis for fast state and PostgreSQL for records, with audit logs of rounds. Independent RNG lab certification, from labs such as iTech Labs, GLI or BMM, is mainly demanded for money games in licensed markets. For free-to-play it is optional and a trust signal. Ask any vendor to show the report for the exact build you are buying, not a generic one.
Andar Bahar game development cost and timeline
Brandzivio's indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000 with a timeline of 6 - 16 weeks. An Andar Bahar game is scoped within that service. This is an indicative range, not a quote; the final figure depends on your written scope.
Published market ranges come from vendors and describe money-game builds. BR Softech (August 2024) lists Android at USD 30,000-50,000, iOS at USD 25,000-45,000 and web at USD 20,000-40,000. SDLC Corp states a starting price of USD 20,000 and a 12 to 14 week timeline for its real-money builds. These are marketing estimates, not our prices, and they include modules that a free-to-play India build may not need.
Ranges are wide because the drivers are wide: Android, iOS and web together or separately, RNG or live dealer, number of languages, 2D or 3D art, admin tools, tournaments and ongoing live-ops. Running costs come after launch: cloud hosting, SMS and OTP, monitoring, app store fees and updates.
Wallet, KYC and payment modules priced into money-game quotes are not needed for a free-to-play build in India, which is one reason a social version can sit lower in a range than the vendor figures suggest. Confirm this with a written scope rather than assuming it.
Checklist before you hire an Andar Bahar development company
This is buyer advice and applies to any vendor, including us. We do not rank or recommend other companies.
- Get your revenue model in writing and review it with a lawyer. No cash in or out and no convertible assets.
- Ask who owns the source code and the art, and have it stated in the contract.
- Ask who holds the deck, how the shuffle is done and what is logged for each round. Request a description of the audit trail and a playable demo.
- Check how personal data is handled under the DPDP Act, and what MeitY rules or guidance may apply to your product.
- Read the app store policy for card and social casino games before you design monetisation, and plan age gating.
- Ask what support and updates exist after launch.
- Red flags: guaranteed earnings, legal in all states, sure-win claims, no mention of the 2025 Act, scripts of unknown origin, or pressure to add a cash wallet.

Frequently asked questions
Is Andar Bahar legal in India?
Real-money Andar Bahar for Indian users is prohibited under the Promotion and Regulation of Online Gaming Act, 2025, whether it is seen as skill or chance. A free-to-play social version with no stakes and no cash-out is treated differently. This is not legal advice; confirm your model with a qualified Indian lawyer.
Can I still build a free-to-play Andar Bahar app in India?
Yes, if it qualifies as an online social game: played for recreation, with no stakes and no monetary gain, and with chips that cannot be redeemed, transferred or sold. A subscription or one-time access fee is allowed under the definition PRS India summarises. Brandzivio builds software only; you handle compliance.
How much does it cost to develop an Andar Bahar game?
Brandzivio's indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000, and an Andar Bahar game is scoped within it; this is not a quote. Vendor estimates for money-game builds, such as USD 20,000-50,000 (2024), differ because they include wallet and payment modules.
How long does it take to develop an Andar Bahar game?
Brandzivio's indicative timeline for gaming website development is 6 - 16 weeks, depending on platforms, art and admin tools. SDLC Corp states 12 to 14 weeks for its real-money builds, which include modules a free-to-play India game does not need. Treat both as indicative until a scope is written down.
How does an online Andar Bahar game keep dealing fair?
The server holds a 52-card deck, shuffles it with the Fisher-Yates method and a secure random source, deals alternately and logs every round. The app only displays results. Live dealer games deal physical cards on camera instead. Provably fair hashing is an optional extra for trust, not a requirement.
Is a readymade Andar Bahar script better than custom development?
A script is faster to start but often has unknown origin, tamperable client-side logic, unclear licence terms and old wallet code to strip out for India. Custom development costs more upfront but gives control over rules and branding. Whoever builds it, get code ownership written into the contract.
