This page is for game studios, entertainment start-ups and overseas buyers who are looking for a Dragon Tiger game development company and want to know what can legally and sensibly be built for Indian players. By the end you should be able to decide whether a free-to-play Dragon Tiger fits your plan, which features and engine you need, and what questions to ask a vendor.
Many agency pages treat Dragon Tiger as a casino product and skip the law. That is no longer a safe way to plan a project in India. Below we explain the game, the legal position (checked on 19 October 2026), what changes in the build, a realistic cost picture and a buyer checklist. This is a technical and business guide, not legal advice.

Can you still build a Dragon Tiger game in India?
Yes, but only as a free-to-play social game. Real-money Dragon Tiger for Indian users falls under the ban on online money games, and it makes no difference whether you call the game one of skill or of chance. Cash deposits, withdrawals, or prizes that carry money value are outside what this page discusses.
This page suits studios, start-ups and entertainment brands that want a social card game with virtual chips, ranks and friendly tables, and overseas buyers who want an Indian build team for such a product. It does not suit anyone planning to take stakes from Indian users.
Brandzivio builds software only. The client decides the business model and is responsible for licences and legal compliance. If you have a free-to-play idea, you can send your requirements through /contact.
What is Dragon Tiger and how do the rules work?
Dragon Tiger is a very fast card game. One card is dealt to the Dragon side and one to the Tiger side. No third card is drawn. The higher card wins, and if both cards have the same rank the round is a tie. Players choose Dragon, Tiger or Tie before the cards are revealed.
Baccarat is the game it is most often compared with. Baccarat adds card totals and a possible third card, while Dragon Tiger simply compares one card each. That is why Dragon Tiger rounds are shorter and easier to build.
Rules differ from table to table, and published sources disagree. GameRules.com treats the Ace as low and the King as high, while some guides rank the Ace high. Tables can use six or eight decks in the shoe, and a tie often costs Dragon and Tiger bettors half the stake. Suited tie and Big/Small side bets also exist. For a developer this means ranking, deck count and tie handling must be configurable settings, never hard-coded.
As an illustration of the game logic only, GameRules.com lists payouts of 1 to 1 on Dragon or Tiger, 8 to 1 on a Tie and 50 to 1 on a Suited Tie, with a much higher house edge on the Tie bet than on the main bets. We show this to explain how the game works, not to encourage play.
On skill or chance: the outcome is chance. Choosing a side requires no skill, and each round is independent, so no pattern or strategy can predict the next card. Under the 2025 Act this classification does not change the legal position for money games.
What does the Online Gaming Act, 2025 mean for Dragon Tiger?
Here is a short summary, checked on 19 October 2026. For the same legal background applied to other card games, see our guide on Andar Bahar game development after the 2025 Act at /solutions/andar-bahar-game-development-company, Teen Patti game development at /solutions/teen-patti-game-development-company, and real-money game development and the Indian ban at /solutions/real-money-game-development-company.
- Online money game: under the Promotion and Regulation of Online Gaming Act, 2025, a game where a user pays money or other stakes expecting enrichment, whether the result depends on skill, chance or both. Coins or tokens that are equivalent or convertible to money count as stakes (PRS India, 2025).
- Online social game: played solely for recreation, entertainment or skill development. A subscription or one-time access fee is allowed, but there must be no stakes and no monetary gain (PRS India, 2025).
- Penalties reported by PRS India: offering an online money game up to 3 years in prison and a fine up to Rs 1 crore; advertising one up to 2 years and Rs 50 lakh; facilitating financial transactions for one up to 3 years and Rs 1 crore.
- The Promotion and Regulation of Online Gaming Rules, 2026 were notified on 22 April 2026 and took effect on 1 May 2026 (MediaNama, 2026). Social games need no registration unless the Centre notifies a game or category. The Online Gaming Authority of India, working under MeitY, looks at whether in-game assets can be redeemed or monetised outside the game.
- The Act covers services accessible in India even when operated from abroad (Mondaq summary of the Act), so a foreign server does not change the position for Indian users.
- Challenges to the law are pending before the Supreme Court, as reported up to August 2026. We do not predict an outcome. No licensed route for Indian users exists today.
- Confirm your own model with a qualified lawyer before launch. This is not legal advice.
Free-to-play vs real-money Dragon Tiger: what changes in the build
The table pairs each building block of the old real-money model, which is prohibited for Indian users and listed only to show what to remove, with its free-to-play replacement. A useful rule of thumb: if a chip can be cashed out, transferred or sold anywhere, treat it as money and ask a lawyer.
Licensed overseas markets are a separate legal question for the client and are not covered here. If you are exploring that, see our note on casino game API integration at /solutions/casino-game-api-integration-company and live casino API integration at /solutions/live-casino-api-integration-services.
| Building block | Real-money model (prohibited for India users) | Free-to-play social game |
|---|---|---|
| Wallet | Cash deposits into a wallet | No cash wallet; a virtual chip balance only |
| Withdrawals | Cash-out of winnings | None; chips cannot be redeemed or transferred |
| Stake per round | Money wagered each round | Virtual chips with no money value |
| Chips or coins | Chips equal to money | Chips for play only, given free or sold as plain access |
| Identity checks | KYC and anti-money-laundering checks | Phone OTP login and an age notice, with data handled under the DPDP Act |
| Leaderboards | Cash prize pools | Ranks, badges and cosmetic rewards |
| Advertising | Promotion of betting | Ordinary app marketing with no mention of winnings |
| Payment gateway | Deposit and payout rails | Only for a plain subscription or access fee, if any |
Features a Dragon Tiger app needs
Here is a checklist of must-have and optional features for a free-to-play build. The must-haves come first.
- Must have: a betting timer, Dragon, Tiger and Tie selection with virtual chips, an animated card reveal, and a round history display (road or bead plate).
- Must have: reconnect handling, because many players use weak mobile networks and a dropped connection should not lose a round.
- Must have: an admin panel with per-table settings (decks, ranking, tie rule), user management, reports and audit logs, plus anti-fraud and bot detection.
- Must have: responsible-play features such as session reminders and an age notice, plus spend caps if chips are sold as access.
- Optional: a multi-table lobby, private tables for friends, chat with limits and a profanity filter, and rankings and badges.
- Mobile-first points for India: smooth play on mid-range Android phones, a small app size and a low-bandwidth mode.
- Tie logic and side bets are unique to this game. Build them as per-table configuration using virtual chips only.
RNG or live dealer: which engine should you choose?
Whatever you pick, the outcome must be generated on the server using a cryptographically secure random source and a shuffle of the shoe and decks (for example eight decks, or as configured). The client never decides the result, and every round is stored in a log.
A live dealer adds a studio, cameras, streaming (WebRTC or HLS) and dealer operations. A physical-table game is audited differently from a software RNG (random number generator): checks cover equipment and dealer procedure. These points come from vendor guides, so treat the cost notes in the table as labelled estimates.
Testing labs such as GLI and iTech Labs certify real-money products for licensed regulators, and requirements differ by jurisdiction. A free-to-play social game does not need regulator certification, though an independent review can build player trust. We do not recommend any lab.
Provably fair is an optional transparency feature: the server publishes a hash of its seed before the round and reveals the seed afterwards. It proves the result was not changed after the bets, but it does not prove the shuffle was good in the first place.
| Engine | How the outcome is produced | Fairness check | Cost and infrastructure | Fit for free-to-play |
|---|---|---|---|---|
| Server-side RNG with virtual dealer | Server shuffles a software shoe and deals | Round logs, code review, optional provably fair seed | Lowest; app servers only | Best fit |
| Recorded or animated dealer | Server decides, animation shows the cards | Same as above; animation must match the server result | Low to medium; art and animation work | Good fit |
| Live-streamed dealer with physical deck | Dealer deals real cards on camera | Equipment and dealer procedure audits | Highest; studio, cameras, streaming, staff | Possible but rarely worth it |
How much does Dragon Tiger game development cost and how long does it take?
Brandzivio's gaming website development service has an indicative range of Rs 2,00,000 - Rs 12,00,000 and 6 - 16 weeks. This is indicative, not a quote, and it is for the general gaming platform service. A free-to-play Dragon Tiger would sit inside it.
Published market ranges are higher. SDLC Corp lists $30,000-$80,000 for a single-platform Dragon Tiger build and $80,000-$200,000 for multi-platform with live dealer, over 12-16 weeks (vendor claims, page read October 2026). General casino table-game guides give about $20,000-$50,000 per game, again a vendor estimate. These market figures differ from Brandzivio's indicative range, and they mostly describe real-money casino builds with extra scope.
Ranges are wide because the main cost drivers vary a lot: virtual dealer or live studio, number of tables and side bets, iOS and Android or browser only, depth of admin and analytics, languages, the number of concurrent players, quality of art and animation, and hosting. One vendor guide estimates maintenance at 5-10 percent of build cost a year, which is a labelled estimate.
A real-money build also adds payments, KYC and certification costs, but that is not what this page offers to Indian users.
How to choose a Dragon Tiger development company: checklist
Use these questions with any vendor, including us. We do not rank agencies; we cite some only for their published figures.
- Does the vendor state the legal position for your market in writing?
- Who will own the source code? Agree it in writing before work starts.
- Is the outcome generated server-side, and can they explain how?
- Can they show a working demo of a multiplayer card game?
- How do they handle reconnects and load from many concurrent players?
- What testing is included, such as a device matrix and load tests?
- Are hosting and maintenance priced separately?
- Red flag: promises of guaranteed earnings or winnings for players.
- Red flag: 'RNG certified in every build' with no lab name or report.
- Red flag: ignoring the 2025 Act, asking for payments through personal accounts, or having no demo.
How Brandzivio can help
Brandzivio, a Gurugram-based software company, builds gaming websites and platforms with game lobbies, user accounts, leaderboards and admin tools, and leaves legal and licensing compliance to the client. A Dragon Tiger build would use this gaming platform base: lobby, accounts, leaderboards, a real-time engine on WebSockets, an admin panel, audit logs and anti-fraud tools, on a stack of Node.js, React, Redis and PostgreSQL.
The indicative range for this service is Rs 2,00,000 - Rs 12,00,000 over 6 - 16 weeks. It is not a quote. We build software only, and we do not promise returns or winnings. The client is responsible for legal and licensing compliance, and this is not legal advice.

Frequently asked questions
What is Dragon Tiger game?
Dragon Tiger is a fast two-card game. One card is dealt to the Dragon side and one to the Tiger side, with no third card. The higher card wins, and equal ranks make a tie. Players pick Dragon, Tiger or Tie before the reveal. It is a game of chance.
What are the rules of Dragon Tiger?
Each side gets one card and the higher card wins; matching ranks tie. Rules differ by table: the Ace may be low or high, and six or eight decks may be used. Because sources disagree, a developer should make ranking, deck count and tie handling configurable settings rather than fixed code.
Is Dragon Tiger legal in India?
Real-money online Dragon Tiger is prohibited for Indian users under the Promotion and Regulation of Online Gaming Act, 2025, in force from 1 May 2026, whether the game is treated as skill or chance. A free-to-play social version without stakes can be built. Checked on 19 October 2026; not legal advice.
How much does Dragon Tiger game development cost?
Brandzivio's indicative range for gaming platform development is Rs 2,00,000 - Rs 12,00,000, not a quote. Published market ranges from one vendor are $30,000-$80,000 for a single platform and up to $200,000 with live dealer, mostly for casino builds. Scope, platforms and live studio drive the difference.
How long does it take to develop a Dragon Tiger game?
Brandzivio's indicative timeline for a gaming platform is 6 - 16 weeks, depending on features. One vendor publishes 12-16 weeks for its own Dragon Tiger builds (a vendor claim). A virtual-dealer, single-platform game finishes sooner than a multi-platform build with a live studio.
What is the difference between Dragon Tiger and Baccarat?
Baccarat uses card totals and sometimes draws a third card, so rounds follow more complex rules. Dragon Tiger compares just one card on each side with no third card, which makes rounds quicker and the game logic simpler to build and test. Both are chance games and both use a shoe of several decks.
