This page is for founders, game studios and card-game operators who are comparing a poker game development company and need to decide what to build, in which format and at what rough budget. By the end you should be able to pick a lawful poker model, list the features it needs, understand why published prices vary so much and ask a vendor the right questions. It is not for players looking for tips, and it is not for anyone planning cash-stake poker for Indian users.
This is general information, checked on 19 October 2026, and it is not legal advice. Laws and court cases change, so confirm the current position with a qualified lawyer before you commit money to any poker product.

What does a poker game development company build?
At its core, a poker game is a rules engine. It holds a deck, shuffles it, deals hole and community cards, runs betting rounds, handles side pots and all-ins, ranks the hands at showdown and settles the pot. Around that engine sit the lobby and tables, player accounts, tournaments, an admin panel, reports and the tools that catch fraud.
It helps to separate three things you may be buying. A poker game is a single title with one or two variants. A poker platform runs many tables and tournaments at once and adds a back office for staff. White-label poker software is a ready-made product that a vendor configures and re-brands for you; it is faster to start but harder to change. Which one fits depends on how much control you need over rules, design and player data.
Is poker legal in India, and what can you build?
The Promotion and Regulation of Online Gaming Act, 2025 passed Parliament on 20-21 August 2025 and received assent on 22 August 2025. The Promotion and Regulation of Online Gaming Rules, 2026 were notified on 22 April 2026, and both came into force on 1 May 2026 (Mondaq; PRS India). A new regulator, the Online Gaming Authority of India (OGAI), sits under this framework.
The Act defines an online money game as one where a user pays money or other stakes in the hope of receiving money or another benefit, whether the outcome depends on skill, chance or both. Stakes can include credits, coins or tokens that convert into money (PRS India). Poker played for money falls inside this definition, so the old argument that poker is a game of skill does not rescue it. PRS reports penalties of up to 3 years in prison and INR 1 crore for offering such a game, and up to 2 years and INR 50 lakh for advertising it, with offering and facilitating transactions treated as cognisable and non-bailable.
An online social game is different. It can charge a subscription or one-time access fee but cannot involve stakes or winnings from stakes. The Rules say such games may be offered without registration unless the Centre specifies otherwise, although OGAI can still assess a particular game. Challenges to the Act have been reported before the Supreme Court, so check the current status before relying on this summary.
Brandzivio builds software only. The client is responsible for licences and legal compliance, and nothing here promises winnings or recommends any market. For the wider picture, including how overseas markets are treated, see our guide on what you can still build instead of a real money game at /solutions/real-money-game-development-company.
Which poker models can you build? (comparison table)
The table below compares five common models. Read the India column as a starting point for a conversation with your lawyer, not as approval.
- Play-money chips that can be topped up and cashed out, or swapped for rewards worth money, may be treated as money-equivalent, so have the reward design legally reviewed.
- Next step: if one of the lawful models fits your plan, see our gaming website development services at /services/gaming-website-development or talk to Brandzivio about your game at /contact.
| Model | Money staked? | India position (checked 19 Oct 2026) | Typical build |
|---|---|---|---|
| Real-money online poker | Yes, players stake money for money back | Falls within the definition of an online money game; prohibited since 1 May 2026 | Not something to build for Indian users |
| Free-to-play social poker with play-money chips | No | Fits the description of an online social game if there are no stakes and no winnings from stakes | Web and mobile game, lobby, leaderboards, optional paid cosmetics |
| Paid-access training or learning app | No, fee is for access, not a stake | Access fees are allowed for social games; check that nothing paid out depends on a stake | Lessons, practice tables, hand reviews, progress tracking |
| Private friends-and-club tables with no cash | No | Same test as social games; chips must not be bought, sold or cashed out | Invite-only tables, chat, friend lists, club leaderboards |
| Software for in-person live poker at a licensed venue | Depends on the venue | A state-law question; ask counsel before building | Table management, seating, tournament clock, staff tools |
Which poker variants and features does the game need?
Every variant needs its own hand-evaluation and betting logic, so each one you add increases build and testing time. A sensible plan is to launch with one variant and add others later.
- Texas Hold'em is the variant buyers ask for most often. Omaha deals four hole cards and requires players to use exactly two of them. Five-card draw and seven-card stud are less common but familiar.
- Formats: cash tables, sit-and-go tournaments and scheduled multi-table tournaments with blinds levels, rebuys, late registration and table balancing.
- Must-haves: correct hand ranking and tie-breaks, side pots, all-in handling, reconnect and timeout handling, action timers, hand history, chat with moderation and a way to report players.
- Nice-to-have: avatars and emotes, leaderboards, friends and private tables, achievements and rewards that carry no cash value, and multi-language support.
- Admin and back office: table and tournament control, user management, audit logs and reports. Brandzivio's gaming service lists a lobby, accounts, leaderboards, tournaments, an admin panel, anti-fraud tools and audit logs among its standard features.
How do you keep a poker game fair and secure?
The most important design choice is a server-authoritative game state. The server shuffles, deals and decides every outcome, and each player's app receives only that player's own hole cards. A modified app then has nothing to reveal about other hands. Never shuffle or deal on the device.
For shuffling, use a cryptographically secure random source with an unbiased algorithm of the Fisher-Yates type. Simple generators such as a linear congruential generator are not suitable for dealing cards. This is engineering advice rather than a legal standard. Cards are random and fair when the shuffle is unbiased, the server controls the deal and an outside lab has tested the RNG.
Independent testing is usually done by labs such as iTech Labs, eCOGRA, GLI and BMM Testlabs (Creatiosoft). When a vendor says 'RNG certified', ask which lab, which standard and to see the certificate. Which lab a regulator accepts depends on the market you target.
Anti-collusion and bot controls matter just as much. Common measures are seat and IP checks, flags for unusual win patterns, chip-dumping detection, device fingerprinting and action logs that let staff review a dispute. On the technical side, a real-time layer on WebSockets, Redis for table state and PostgreSQL for the ledger and hand history is a sound pattern, with idempotent transactions and audit logs. Player data falls under the DPDP Act 2023, and lawful models may need age gating or KYC and age verification. Do not accept claims of certifications that a vendor cannot show.
How much does a poker game cost and how long does it take?
Published market ranges are vendor estimates and they disagree. Yudiz's cost page (November 2024) shows USD 5,000-10,000 as usual, up to USD 50,000 for a simple game, up to USD 100,000 for an advanced one and up to USD 200,000 for a premium one. Yudiz's service page gives USD 20,000-100,000 and roughly 3-6 months for a basic game, and around a year for an advanced one. Treat these as vendor estimates from 2024-2026, not quotes.
The spread is wide because scope varies. The main cost drivers are the number of variants, tournaments, mobile apps on top of the web version, a wallet or in-game currency system, anti-collusion tooling, depth of the admin panel, RNG testing fees, legal advice and the location of the team.
Brandzivio's own indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000 over 6 - 16 weeks. That range is for a gaming website or platform, not a poker-specific price, and the final quote depends on scope. The market figures above are in US dollars and come from other companies, so do not compare them one to one.
Budget for running costs too: hosting, monitoring, customer support, content updates and periodic legal review. For the app side of the budget, see our guide to mobile app development cost in India at /blog/mobile-app-development-cost-in-india rather than repeating it here.
What are the stages of a poker game build?
A typical build follows these stages. A multi-variant tournament platform sits at the longer end of Brandzivio's indicative 6 - 16 week range.
- 1. Scope and legal model: choose a lawful model from the table above and get legal advice.
- 2. Rules document: write down the rules, blinds structure and tie-breaks for each variant.
- 3. UX and table design: lobby, table layout, chips, timers and mobile screens.
- 4. Server engine and API: shuffle, deal, betting rounds, side pots and hand evaluation.
- 5. Clients: web, Android and iOS apps, which can be built with mobile app development at /services/mobile-app-development.
- 6. Admin and back office: users, tables, tournaments, reports and audit logs.
- 7. Testing: replay thousands of simulated hands against a reference hand evaluator, load-test many concurrent tables and test reconnect and timeout cases.
- 8. RNG and security review, then a soft launch to a small group.
- 9. Monitoring after launch, with fixes and updates.
- The client normally provides the rules choices, branding, legal opinion, reward design and content.
How do you choose a poker game development company? (checklist)
Whichever company you pick, put these questions to them in writing and compare the answers.
- Which live poker or card products have they shipped, and can you try a demo?
- Which lab tested their RNG, and can you see the certificate?
- Is dealing server-authoritative?
- How do they handle collusion and bots?
- Who will own the source code? Agree this in writing.
- Which India legal model are they building for, and who carries compliance?
- What are the maintenance and support terms?
- Is the price fixed or time-and-material, and is it tied to a scope document?
- Can hand history and audit logs be exported?
- Can you speak to references?
- Red flags: 'RNG certified' with no lab named, guaranteed profits, 'unlimited' earning claims, no source-code ownership, a quote with no scope document, or a promise to launch real-money poker for Indian users.

Frequently asked questions
Is poker legal in India?
Online poker played for money counts as an online money game under the Promotion and Regulation of Online Gaming Act, 2025, in force since 1 May 2026, whether skill or chance decides the result. Free-to-play social poker without stakes is treated differently. Checked on 19 October 2026; this is not legal advice, so ask a lawyer.
How much does it cost to develop a poker game app?
Published vendor estimates run from about USD 5,000 to USD 200,000 depending on scope (Yudiz, 2024). Brandzivio's indicative range for a gaming website or platform is Rs 2,00,000 - Rs 12,00,000, not a poker-specific price. The final quote depends on variants, platforms, tournaments, anti-fraud depth and testing.
How long does it take to build a poker game?
Vendor estimates published by Yudiz suggest roughly 3-6 months for a basic poker game and about a year for an advanced one. Brandzivio's indicative timeline for a gaming platform is 6 - 16 weeks, with multi-variant tournament platforms at the longer end. Legal review and testing can add time.
Which poker game is the most popular?
Texas Hold'em is the variant buyers request most often, and most tournament formats use it. Omaha, which deals four hole cards, is usually the second request, followed by five-card draw and seven-card stud. Start with one variant, get its hand evaluation and betting rounds right, then add others.
How do online poker sites make sure the cards are random and fair?
Well-built sites shuffle and deal on the server using a cryptographically secure random source and an unbiased algorithm, so players only receive their own cards. Independent labs such as iTech Labs, eCOGRA, GLI and BMM Testlabs test the RNG, and action logs help review disputes.
What is the difference between social poker and real-money poker?
In real-money poker, players stake money hoping to win money back, which makes it an online money game under the 2025 Act. Social poker uses play-money chips with no stakes or winnings from stakes, though an access fee may be allowed. Chips that can be cashed out may be treated as money.
