This page is for game studios, social-casino and entertainment startups, and overseas buyers who want an Indian team to build a roulette game. After reading it you should be able to decide which variant to build, what the game server must do, whether a script or a custom build suits you, and what to ask a roulette game development company before you sign. It is not for anyone planning cash stakes for Indian players, or looking for a system to win at roulette. No software beats the wheel.
Roulette is a wheel with numbered pockets. A ball lands in one pocket, and players bet on single numbers, colours, odd or even, or groups of numbers. Online, the spin is a result generated by software, so the quality of that software decides whether the game is fair. A build normally includes a game server and bet engine, a player client for web and mobile, an admin panel, round logs and analytics events. Once the legal route is clear, share your model and chosen variant at /contact.

What a roulette game development company actually builds
The visible part is a betting table with chips, a wheel animation and a result screen. The real work sits behind it: a game server that owns the round, a bet engine that validates and settles every bet from a payout table, and a database that records each round so it can be checked later.
Around that core sit the player client for web and Android or iOS, an admin panel for tables, limits and reports, and analytics events that show how people use the game. Anything else, such as tournaments or chat, is added on top of this core rather than mixed into it.
- Game server and bet engine with a round state machine
- Player client for web and mobile, with chip selection and bet history
- Admin panel for table settings, bet limits and reporting
- Round logs and analytics events for support and review
Is roulette legal to build and run in India?
Checked on 19 October 2026. This is a summary of published sources, not legal advice. Ask a qualified Indian lawyer about your exact model. Brandzivio builds software only, and the client is responsible for licences and compliance.
- Online money game: a game where the user pays money or other stakes expecting monetary or other gain, whether it depends on skill, chance or both. Credits, coins or tokens that are equivalent or convertible to money count as stakes (PRS India, 2025).
- Online social game: offered solely for recreation, entertainment or skill development. A subscription or one-time access fee is allowed, but there must be no stakes and no winnings tied to stakes (PRS India, 2025).
- Penalties summarised by PRS: offering an online money game, up to 3 years and Rs 1 crore; advertising one, up to 2 years and Rs 50 lakh; facilitating financial transactions for one, up to 3 years and Rs 1 crore. Offering and facilitating are cognisable and non-bailable.
- The Promotion and Regulation of Online Gaming Rules, 2026 were notified on 22 April 2026 and took effect on 1 May 2026, the day the Act came into force. Social games can be offered without registration unless the Centre says otherwise, and the Rules add a test of whether in-game assets can be transferred, redeemed or monetised outside the game (Mondaq, 2026). MeitY is the ministry behind the framework.
- Real-money roulette is therefore prohibited for Indian players. Whether an overseas licensed market allows it is a separate legal question for the client in each country.
- For wider context on money games and the Act, see our guide on real-money game development and the 2025 Act at /solutions/real-money-game-development-company.
Free-to-play vs real-money roulette: what changes in the build
The table pairs the same feature across both routes, so you can see what a social build removes. Chips can be earned or bought in a social game, but they must never be redeemed, transferred or sold. Any route to cash can turn a social game into a money game, so draw that line with your lawyer before design starts. Rewards stay non-cash: badges, ranks and cosmetics.
| Feature | Real-money roulette (prohibited in India) | Free-to-play social roulette |
|---|---|---|
| Chips or credits | Bought with cash and tied to a balance | Virtual chips, earned or bought, never redeemable |
| Deposits and wallet | Cash wallet with deposits | Virtual-chip wallet only, no cash balance |
| Withdrawals | Cash-out to bank or UPI | None; no route from chips to money |
| KYC and AML | Heavy identity and money checks | Light sign-up, age notice, DPDP Act data handling |
| Payment gateway | Needed for deposits and payouts | Only if you sell access or chips; no payouts |
| Tournaments and leaderboards | Cash prizes | Ranks, badges and cosmetic rewards |
| Advertising | Restricted and penalised in India | Ordinary rules for entertainment apps |
| Certification demand | Regulator-approved lab report | Optional, but a trust signal |
European vs American roulette: wheel maths the code must get right
A European roulette wheel has 37 pockets (0 to 36). An American roulette wheel has 38 (0, 00 and 1 to 36). A straight-up bet pays 35 to 1 on both. The house edge is about 2.7% on the European wheel (RTP about 97.3%) and about 5.26% on the American wheel (RTP about 94.7%), according to PokerNews, page read October 2026.
The reason is simple arithmetic. A single number wins 1 time in 37 on a European wheel but only 1 in 38 on an American one, while the payout stays at 35 to 1, so the extra pocket widens the gap between true odds and payout.
- French roulette is a rule variant, usually with La Partage, which returns part of an even-money stake when the ball lands on zero. We give no edge figure for it here because we did not open a source that states one.
- The code must expose the wheel layout and pocket colours, a payout table per bet type (straight, split, street, corner, dozen, column, red or black, odd or even, high or low), min and max bet per table, and rule flags per variant.
- Every spin is independent. There are no hot numbers, and no betting system or software beats the edge. Brandzivio promises no winnings.
- Even in a free-to-play game, visible rules and correct payouts build trust, and they are the first thing testers and reviewers check.
Must-have and nice-to-have roulette game features
Start with the core, then add features that match your audience. Keep every feature consistent with the free-to-play route: a cash wallet with withdrawals is not a feature for India.
- Core: betting table with chip selection and bet limits, spin and result animation, bet history, repeat and undo bet, a round state machine, server-side result, reconnect handling and sound.
- Platform features (from our gaming website scope): game lobby, user accounts and wallet (virtual chips for India), leaderboards, tournaments and non-cash rewards, a secure real-time engine over WebSockets, admin panel and reporting, anti-fraud and audit logs.
- Responsible-play features that many vendors skip: session reminders, time or virtual-chip limits, an age notice, and self-exclusion for any money-play market the client serves.
- Nice-to-have: multi-wheel or multi-ball, mini-roulette, shared multiplayer tables with limited chat, Hindi and regional languages, daily bonus chips and push notifications.
How roulette RNG, fairness and testing work
A good design is server-authoritative. The game server draws the winning pocket, validates every bet and settles chips. The client only animates the result it receives, so the animation can never change the outcome. Never draw the result on the client with something like Math.random.
The draw uses a cryptographically secure random source, and the number is mapped to pockets without bias, so each pocket has an equal chance. Each spin is independent, and an audit log lets any round be replayed.
Certified RNG and provably fair are different ideas. Certification means an independent lab tests statistical randomness over large samples. Provably fair lets a player verify one round through a committed seed and is mostly used in crypto games. Vendor sources say most regulators do not accept it in place of lab certification, so confirm per market.
Secondary sources name GLI (standard GLI-19 for interactive gaming systems), iTech Labs and eCOGRA as test labs. We did not open the lab sites, so treat this as vendor-reported, and note that approved-lab lists are regulator-specific. For a free-to-play game, certification is optional but a useful trust signal. Brandzivio does not claim any lab certificate.
The stack in our gaming scope is Node.js, WebSockets, React, Redis and PostgreSQL; Unity is a common alternative for a 3D client. Live dealer roulette is a separate decision about studio video or a licensed provider; see our page on live casino API integration at /solutions/live-casino-api-integration-services.
Roulette script or custom development?
A readymade or white-label script is a quick way to test an idea, and that is when it is fine: a prototype or a test market. Its risks are unknown origin, client-side logic that can be tampered with, an unclear licence to host and modify, and old real-money wallet code that must be stripped out for India. Whoever builds it, check in the contract who owns the source code and art.
| Factor | Readymade script / white-label | Custom build |
|---|---|---|
| Time to launch | Fast, if the script fits | Longer, planned around your scope |
| Control over rules and branding | Limited to what the script allows | Full control over variants and look |
| Code ownership and licence | Often a licence to use, sometimes with revenue share | Set in the contract; verify it in writing |
| RNG and security review | Unknown unless you audit it | Designed and reviewed for your build |
| Scaling | Depends on the original design | Planned for your expected load |
| Upgrade path | Tied to the script vendor | Your team or vendor extends it freely |
| Cost | Lower upfront, possible lock-in | Higher upfront, no script licence |
Roulette game development cost and timeline
Brandzivio's indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000 over 6 - 16 weeks. This is indicative, not a quote, and a roulette game is scoped within that service.
Published vendor figures are marketing estimates, read in October 2026. Game-Ace lists a single-variant HTML5 game from EUR 40,000 and 3-5 months, and EUR 80,000-200,000+ and 6-9 months for multiplayer with live dealer and native apps, with RNG certification extra. SDLC Corp's FAQ gives 12-16 weeks for a standard build, with a budget form starting at USD 10,000-25,000. These are not Brandzivio prices, and we have not converted them to rupees.
Ranges are wide because of the number of variants, 2D or 3D, platforms, multiplayer, languages, admin depth, QA depth, certification and integrations. Also budget for running costs: cloud hosting, SMS and OTP, monitoring, app store fees, updates and support.
Checklist before you hire a roulette game development company
This is buyer advice, whichever company you choose. We do not rank or recommend other vendors.
- Write down the revenue model and get a lawyer's view; no cash in or out and no convertible assets for India.
- Agree who owns the source code and art, and agree the variants and payout table in writing.
- Ask for the RNG approach and, if certification matters, a lab report for the exact build, plus round logs and replay.
- Ask about hosting and data location, how personal data is handled under the DPDP Act, app store policy for casino-style games, age gating and support after launch.
- Ask for a playable demo, where the spin result is drawn, how it is mapped to pockets, how disputes are handled, and what is excluded from the quote (testing, licensing).
- Red flags: 'guaranteed earnings', 'legal in all states', no mention of the 2025 Act, unverifiable claims such as '150+ tables', scripts of unknown origin, pressure to add a cash wallet, and rule descriptions copied from another game.
- For related builds, see our pages on free-to-play blackjack game development at /solutions/blackjack-game-development-company and Teen Patti game development at /solutions/teen-patti-game-development-company.

Frequently asked questions
Is it legal to develop a roulette game in India?
Real-money roulette is an online money game and is prohibited under the Promotion and Regulation of Online Gaming Act, 2025. A free-to-play social roulette with no stakes or cash-out is the practical route. This was checked on 19 October 2026 and is not legal advice; ask a qualified Indian lawyer.
How much does it cost to develop a roulette game?
Brandzivio's indicative range for gaming website development is Rs 2,00,000 - Rs 12,00,000, and a roulette game is scoped within it. This is not a quote. Vendor marketing figures differ: Game-Ace lists single-variant HTML5 from about EUR 40,000, with RNG certification extra (read October 2026). Scope drives the final cost.
How long does it take to develop a roulette game?
Brandzivio's indicative timeline for gaming website development is 6 - 16 weeks, depending on variants, platforms and multiplayer scope. Vendor pages differ: Game-Ace lists 3-5 months for a single variant and SDLC Corp 12-16 weeks for a standard build (read October 2026). Treat all of these as estimates until you receive a written scope.
How does an online roulette RNG work and is it fair?
The server draws the winning pocket using a cryptographically secure random source, mapped to the 37 or 38 pockets without bias. The client only animates the result. Each spin is independent, and an audit log lets any round be replayed. Independent lab testing is how fairness is usually verified.
What is the difference between European and American roulette?
A European wheel has 37 pockets (0 to 36) and a house edge of about 2.7%. An American wheel adds a 00 pocket, making 38, and raises the edge to about 5.26%. A straight-up bet pays 35 to 1 on both, so the extra pocket widens the gap between true odds and payout (PokerNews).
Is provably fair roulette different from a certified RNG?
Yes. Certified RNG means an independent lab tests the generator's statistical randomness over large samples. Provably fair lets a player verify one round using a committed seed and is mostly seen in crypto games. Vendor sources say most regulators do not accept it instead of lab certification, so confirm per market.
